The Department of Public Utilities (DPU) is the state agency responsible for overseeing investor-owned electric power, natural gas, and water companies in Massachusetts. It regulates the safety of bus companies, moving companies, transportation network companies, and oversees the safety of natural gas pipelines and the MBTA.

Job Opening:
The Department of Public Utilities seeks applicants for a Regulatory Specialist to perform the following duties:

The Regulatory Specialist provides information and technical assistance to public utility company personnel and consumers; analyzes data concerning public utilities such as rate proposals; investigates such matters as consumer complaints; prepare exhibits and testimony for public hearings; prepares reports; and performs related work as required.

Responsibilities include:

  • Provides information and technical assistance to public utility company personnel and consumers on matters such as filing for new rates and contracts and pertinent laws, rules, and policies regarding the regulation of public utility companies.
  • Analyzes data concerning public utilities, including tariff and rate proposals, in order to provide information to superiors.
  • Investigates matters such as consumer complaints concerning service delivery, rate violations, etc., to resolve complaints or recommend appropriate action.
  • Prepares exhibits and testimony for public hearings on cases involving public utility rate determinations, regulatory matters, etc.
  • Prepares reports concerning rates and related proposals submitted by public utilities by examining records and documents to provide information to superiors.
  • Performs related duties such as responding to inquiries relating to public utility activities and attending meetings and conferences.
  • Oversees assigned unit activities to ensure efficient operations and compliance with established standards.
  • Reviews and analyzes data concerning public utilities, including tariff and rate proposals, to determine reasonableness and compliance with applicable laws, rules, and regulations.
  • Provides on-the-job training for new employees and interns.
  • Review reports submitted by subordinates for accuracy, completeness, and content.
  • Confers with agency staff to exchange information, resolve problems and coordinate efforts.
  • Performs related duties as required.

Qualification required at hire:

  • Knowledge of the types and operations of public utility organizations.
  • Knowledge of the terminology and standard abbreviations used in public utility operations, including electricity, gas, etc.
  • Knowledge of the principles of economics as they pertain to public utility operations.
  • Knowledge of financial analysis as it relates to public utility operations.
  • Knowledge of the methods of general report writing.
  • Knowledge of the methods used to prepare charts, graphs, and tables.
  • Ability to understand, explain, and apply the laws, rules, regulations, policies, procedures, etc. governing assigned unit activities.
  • Ability to analyze and determine the applicability of public utilities data, draw conclusions, and make appropriate recommendations.
  • Ability to read and interpret documents such as rate schedules, tariffs, etc.
  • Ability to gather information by examining records and documents and through questioning individuals.
  • Ability to assemble items of information by established procedures.
  • Ability to maintain accurate records.
  • Ability to write concisely, express thoughts clearly, and develop ideas logically.
  • Ability to determine the proper format and procedures for assembling items of information.
  • Ability to prepare general reports.
  • Ability to prepare and use charts, graphs, and tables.
  • Ability to perform calculations using formulae to solve problems.
  • Ability to give oral and written instructions in a precise, understandable manner.
  • Ability to supervise, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of subordinates, and available resources; controlling work through periodic reviews and/or evaluations; determining subordinates' training needs and providing or arranging for such training; motivating subordinates to work effectively; determining the need for disciplinary action and either recommending or initiating disciplinary action.


Qualifications

First consideration will be given to those applicants that apply within the first 14 days.

Minimum Entrance Requirements: Applicants must have at least (A) two years of full-time, or equivalent part-time, experience in investigatory, law enforcement or regulatory administration work, or (B) and equivalent combination of the required experience and the substitutions below.

Substitutions:

A Bachelor's or higher degree may be substituted for the required experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
