Job Description

The state operated Veterans Home at Chelsea is an independent state agency consisting of long-term care and a domiciliary which are independent living quarters for our veterans. The care and services provided by the Veterans Homes are supported by an extraordinary group of staff working to meet the needs of our veterans. The ideal incumbent's role as the Quality Improvement Registered Nurse will be development and implementation of programs, plans, policies and procedures for the facilities Performance Improvement program.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

1. Chair Agency Quality Assurance Performance Improvement (QAPI) Committee monthly, develops the quality improvement program.

2. Inform QI committee members of any new requirements/changes in DPH, CMS and Veteran Affairs standards for performance improvement.

3. Review minutes of Family, Veteran and Resident Councils and coordinate reporting to the QAPI Committee.

4. Participate on QAPI teams as requested by the Executive Committee.

5. Review issues and identify opportunities to improve the quality of care at the Veterans Home.

6. Reviews all incident reports and forwards them to appropriate individuals for follow-up.

7. Conducts investigations of veteran care incidents reported by the facility's incident reporting system and makes recommendations for corrective action.

8. Maintain quality improvement activity records for the agency.

9. Prepare QAPI reporting dashboards, graphs and other presentation tools based on data collection and analysis.

10. Conduct annual review of Quality Assurance Performance Improvement Program. Plan, develop and lead annual CQI in-services.

11. Conduct periodic assessments of both Infection Control and Quality Improvement Programs to meet Federal, State, regulatory and veteran agency regulations through policy meetings.

12. Collects and analyzes data; identifies trends and patterns; monitors data collection activities.

13. Monitors quality improvement activities of departments and committees to assure timely and appropriate compliance with the facility's quality improvement program.

14. Initiates and/or coordinates special projects to maintain and upgrade the quality of Veteran care.

15. Analyzes statistical reports such as Veteran census, personnel changes, accidents, and time and attendance in order to recommend action concerning Veteran census, deployment of personnel and the effective use of available resources.

16. Provides direct and indirect supervision for nursing services personnel.

17. Coordinates, develops, and provides in-service education programs.

18. Coordinates, conducts, and participates in meetings, in-service and continuing educational activities.

19. Completes employee performance appraisals (EPRS) on direct reporting staff.

20. Attend seminars and review current literature to update trends in performance improvement.

21. Other duties as assigned

Required Qualifications:

1. Knowledge of the principals, practices and regulations regarding quality monitoring, risk management and veteran care assessment.

2. Knowledge of Department of Public Health, CMS and Veteran Affairs standards, particularly involving performance improvement.

3. Ability to integrate and interpret statistical data.

4. Ability to prepare statistical reports through the use of Microsoft Office and other statistical software products.

5. Ability to communicate both written and orally in a precise, understandable manner.

6. Ability to establish and maintain harmonious working relationships with others.

7. Knowledge of the principles and practices of supervision, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of staff and available resources; controlling work through periodic reviews and or evaluations; determining staff's training needs and providing or arranging for such training; and either recommending or initiating disciplinary action.

8. Ability to establish rapport and deal tactfully with persons from varied ethnic, cultural and/or economic backgrounds.

License and/or Certification Requirements:

Current Massachusetts Registered Nurse license & Current CPR certification

Qualifications

First consideration will be given to those applicants that apply within the first 14 days.

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) three years of full-time, or equivalent part-time, experience as a registered nurse in a recognized hospital, clinic or medical facility and (B) of which at least two years must have been in a supervisory, administrative, or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Graduate degree with a major in Nursing may be substituted for a maximum of one year of the required (A) experience. No substitutions will be allowed for the required (B) experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

SPECIAL REQUIREMENTS FOR ALL LEVELS IN SERIES: Current and valid registration as a professional nurse under the Massachusetts Board of Registration in Nursing .

Recent graduates from an approved school of nursing must have applied for the first available registered nurse examination.

Special Requirements: Based on assignment, possession of a current and valid Massachusetts Motor Vehicle Operator's license may be required.
