Job Description

The Massachusetts Department of Public Health (DPH) is seeking qualified individuals dedicated to public health, quality of life and safety to conduct comprehensive statewide inspections of health care facilities for approval and licensing by DPH. The ideal candidate will have experience working in a variety of health care settings. The Health Care Facility Inspector will draw upon experience obtained as a registered nurse in the health care field and health care facilities, and an understanding of state licensure requirements to conduct inspections and investigations in support of the Division's licensure program, and federal certification requirements as necessary.

• Conducts on-site inspections and investigations at licensed facilities and agencies statewide to determine compliance with state licensure requirements and, as needed, federal Medicare and Medicaid conditions of participation.

• Investigates complaints received by the agency relating to patient care and patient rights, and documents findings gathering during inspections.

• Conducts monitoring visits as needed at facilities and agencies subject to enforcement actions, closure or other circumstances.

• Documents findings in writing in an accurate, clear and concise manner based upon the evidence gathered during the inspection and investigation process.

• Evaluates plans of correction submitted from health care facilities and conducts follow up visits to determine ongoing compliance regulations for certification and licensure.

• Provides consultation, guidance, and technical assistance to the health care facility staff members.

Required Qualifications:

• Knowledge of the methods of general report writing.

• Ability to write clearly and concisely.

• Knowledge of the principles and practices of nursing and health care administration and the ability to understand, apply and explain the laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing assigned unit activities.

• Familiarity with the factors, trends and problems in providing health care services to client groups such as the elderly, children, and mentally, physically and/or emotionally disabled.

• Capacity to establish and maintain effective working relationships with others, including agency officials, other employees, providers and health care administrators.

Preferred Qualifications:

• 3-5 years of professional experience working in a healthcare facility.

• Proven experience in basic investigative skills.

• General knowledge of state and federal regulations related to health care facilities.

• Skilled in exercising a high degree of initiative, judgment, discretion, confidentiality and decision making to achieve objectives.

• Excellent critical thinking and problem-solving skills with the capacity to demonstrate strong interpersonal, interviewing, teamwork, communication and organizational skills.

• Proficient usage of Microsoft Office products including Excel, Word, and Outlook.

Please Note: This position requires state-wide travel, and may be required to work rare weekends and overnight travel. This is a field position, though travel into the Division's main office in Marlborough will be occasionally required. Applicants will need access to a reliable vehicle for transportation.

Qualifications

First consideration will be given to those applicants that apply within the first 14 days.

Minimum Entrance Requirements: Applicants must have (A) at least three years of full-time, or equivalent part-time, experience as a registered nurse in a recognized hospital, clinic or medical facility, and (B) of which at least one year must have been in a supervisory, administrative, or managerial capacity or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in nursing may be substituted for a maximum of one year of the required (A) experience.

II. A Graduate degree with a major in nursing may be substituted for a maximum of two years of the required (A) experience.


*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: No substitutions will be permitted for the required (B) experience.

Special Requirements:

1. Current and valid registration as a professional nurse under the Massachusetts Board of Registration in Nursing.

2. Possession of a current and valid Class D Massachusetts Motor Vehicle Operator's License.

Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
