Job Description

The Assisted Living Certification Unit of the Executive Office of Elder Affairs (EOEA) is responsible for the certification and regulatory oversight of approximately 271 Assisted Living Residences (ALR's) statewide. The Registered Nurse working in the Assisted Living Certification Unit will be responsible for supporting AL Unit staff on matters pertaining to medical and clinical issues that arise in the day-to-day operation of an Assisted Living Residence (ALR) and which affect the provision of care to Residents within the allowable confines of the regulations with the goal of ensuring resident health, safety and welfare while residing in a MA certified ALR.

The AL Unit Nurse selected will evaluate ALR records during the biennial site visit process with a focus on safe medication administration, appropriate care planning and service provision, and effective internal quality reviews. Additionally, the AL Unit Nurse will review and evaluate reports with potentially related clinical issues received via the incident reporting system and referrals from Protective Service, the ombudsman's office, consumers of assisted living, outside providers, other state agencies and the public to determine applicability and compliance with regulations.

The AL Unit Nurse will play a vital role in ensuring quality oversight of incidents reported by ALRs through directing and supervising AL Unit intake and review of such submissions.

The AL Unit Nurse will be the primary AL Unit staff specializing in case management review of clinical issues identified at the individual ALR-level and industry-wide.

  • Conducts inquiries and investigations into Resident care issues identified during the site visit process, through the incident reporting system and referrals from within and outside EOEA. The scope of the investigations and reviews will include all aspects of the ALR's operation ranging from proper pre-admission assessment and service planning, issues associated with medication management safety (proper assessment of Resident ability to manage medications, medication assistance and administration procedures, documentation, errors) to incidents of elopement, abuse and/or neglect, acute behavioral emergencies, incidents resulting in significant injury or negative health outcome, and unanticipated deaths.
  • Conducts follow up site visits when needed to determine ongoing compliance with rules and regulations for ALR certification.
  • Conducts, and oversees all required investigations and provides guidance to ALR's on the MA assisted living regulations standards of practice and related Resident care concerns.
  • Participates in the development of methods of evaluating and determining the ALR's compliance with the regulations, the utilization of existing policies and practices that promote Resident health and safety.
  • Performs quality audits of EOEA's response to incident reports that are associated with medication and healthcare issues to ensure that information requested from each ALR is consistent and appropriate for the related circumstances, and that the documentation submitted by the ALR is reviewed to determine if additional follow-up is needed.
  • Available for clinical consultation to EOEA staff in the discussion and development of policy and procedures and during the process of regulatory updates / changes.
  • Assist with onboarding and training newly hired certification specialist staff as needed.

Required Qualifications:

  • Ability to prepare general and statistical reports and maintain accurate records.
  • Knowledge of public health or medical care administration and policy development.
  • Specific knowledge of the MA Assisted living regulations.

Preferred Qualifications:

  • Physical capability to teach Mandt physical skills safety training.

The Executive Office of Elder Affairs (EOEA) serves 1.7 million older adults in the Commonwealth through 350 Councils on Aging and 24 regional Aging Services Access Points. EOEA is responsible for ensuring that the services provided are of the highest quality, are consumer-focused, and are delivered cost-effectively. EOEA oversees a budget nearing $750 million from state and federal sources that supports program implementation through a regional distribution network of 24 Aging Services Access Points (ASAPs) and 350 Councils on Aging (COAs) nested within the 351 municipalities of the Commonwealth. EOEA is responsible for managing the statewide Aging Services Access Points network, the Home Care Program, Adult Protective Services (APS), the certification of Assisted Living Residences (ALRs), and is also responsible for numerous other state and federal programs including Prescription Advantage, home-delivered and congregate meal programs, the SHINE program, which provides counselling to older people regarding health insurance options, congregate and supportive housing, the Family Caregiver Support Program, and SCSEP (a program for older job seekers). EOEA also leads and staffs key public bodies and commissions pertaining to older adults including the Alzheimer's Advisory Council, the Governor's Council to Address Aging in MA, and the Assisted Living Advisory Council. EOEA also leads the work for Massachusetts's commitment to be an age- and dementia-friendly state.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) one year of full-time or equivalent part-time, experience as a registered nurse in a recognized hospital, clinic or medical facility, and (B) six months of which must have been in a supervisory, administrative or managerial capacity.

SPECIAL REQUIREMENTS FOR ALL LEVELS IN SERIES: Current and valid registration as a professional nurse under the Massachusetts Board of Registration in Nursing.

Recent graduates from an approved school of nursing must have applied for the first available registered nurse examination.

Based on assignment, possession of a current and valid Massachusetts Motor Vehicle Operator's license may be required.
