Job Description

The DDS Recruitment coordinator will work collaboratively with the EHS's Talent and Acquisition team, EHS Human Resource Department and Regional Management Team to determine needs and placement of candidates. The coordinator will perform outreach activities with local schools/universities/temp staffing agencies; attend job fairs (virtual and in-person) throughout the Region/state and participate in DDS presentations related to recruitment. The coordinator will serve as point person working with EHS Human Resources for all hiring activities, through MassCareers; includes creating of postings, advertising, phone screening applicants, and coordinating interviews of applicants. The incumbent will follow up with the candidate and/or hiring managers regarding the hiring process as needed. The position will present information and updates to the Regional Management Team and will be involved in strategic planning activities as it relates to recruitment and retention.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Provides support with the hiring process, including coordinating job postings and partnering with the EHS Employment and Staffing and Talent & Acquisition units, including assisting with development and implementation of human resources programs and process for recruiting, hiring, and onboarding, as needed
  • Performs outreach activities with local schools/universities/temp staffing agencies; external placement of job announcements, attend job fairs (virtual and in-person) throughout the region and participates in Agency presentations related to recruitment.
  • Provide administrative support before, during and after job fairs, as needed
  • Prepare, submit, and track new hire IT hardware, network and software requests, working with Executive Office of Health and Human Services (EOHHS) IT, Executive Office of Technology Services and Security (EOTSS) and agency security officer.
  • Coordinate DDS orientation to provide new hires with the knowledge and resources needed for successful employment through the DDS orientation process.
  • Coordinates, develops, monitors and uses tracking systems to promote effective operations and document compliance with established rules, regulations, and standards.
  • Makes recommendations for changes in tracking systems, databases to enhance agency effective use of human resources and technology.
  • Provides technical assistance and advice to agency personnel and others concerning assigned programs to exchange information, resolve problems and to ensure compliance with established policies, procedures, and standards.
  • Reviews and analyzes data to determine progress and effectiveness of internal operations in agency.
  • Responds to inquiries from Departmental staff and others to provide information concerning oversight and development of assigned systems under the direction of the Director or designee.
  • Recommends changes, coordinates, and supports implementation of procedures, systems, and guidelines to accomplish Agency program objectives and goals in collaboration with EHS Human Resources.
  • Screens applicants, including phone screening, and supports scheduling interviews with applicants
  • Where applicable, may coordinate and assist with facilitation of regional use of staffing agencies through identifying vacancies, monitoring, and reporting time
  • Performs other related duties as assigned by the Director or designee such as attending meetings/conferences, maintaining records, preparing reports, and analyzing data.

  • Ability to write clearly and concisely, express thoughts clearly and develop ideas in a logical sequence, ability to assemble items of information in accordance with established procedures.
  • Ability to give written and oral instructions in a precise understandable manner, both in person or over the phone.
  • Ability to exercise sound judgement.
  • Ability to utilize Applicant Tracking Systems (ATS)- Taleo, Microsoft Office (Access, Word, PowerPoint, Excel, Visio, Outlook), and other related programs.
  • Ability to have attention to detail and capacity to remain calm under pressure and balance competing priorities.
  • Ability to be hands-on and proactive; adaptable in a dynamic and changing environment.
  • Ability to maintain a high level of confidentiality.
  • Ability to oversee multiple tasks and assignments simultaneously, with proven organizational skills.
  • Ability to work in a team setting and in group situations.
  • Ability to follow written and oral instructions.
  • Knowledge of the methods of general report writing.
  • Knowledge of the state classification system as well as familiarity in working in a bargaining unit environment.
  • Knowledge of the principles and practices of effective monitoring.
  • Knowledge of the techniques used in evaluating corrective measures and reporting compliance to policies and regulations.
  • Knowledge of the techniques followed in collecting and assembling data.
  • Ability to maintain accurate records.
  • Ability to adjust to varying or changing situations to meet emergency program requirements.
  • Knowledge of supports needed for Individuals with intellectual disabilities.
  • Knowledge of the laws, rules, regulations, policies, procedures, specifications, standards, and guidelines governing assigned unit activities.
  • Knowledge of organizational structure and functions of the assigned agency.
  • Knowledge of the proper procedures for established agency network and telephone systems.
  • Knowledge of the types and uses of agency forms.
  • Knowledge of the laws, rules and regulations governing the state personnel system.
  • Knowledge of DDS regulations, principles, and mission.
  • Knowledge of the principles and practices of Human Resource Management and experience with Commonwealth HR policies and procedures.
  • Knowledge EEO, diversity, equity, and inclusion (DEI) human resources best practices.
  • Knowledge of state government and interrelationships between agencies.

Please Note:

This position is located at the Northeast Regional Office in Danvers, MA.

Schedule: Monday through Friday, 9:00am - 5:00pm, with Sunday and Saturday off.

Flexibility is required to meet the needs of the Area Office.

ALL EMPLOYEES ARE PAID ON A BI-WEEKLY BASIS AND MUST HAVE DIRECT DEPOSIT. Listed salary ranges are for one full year at current rates.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) two years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's or higher degree with a major in business administration, business management or public administration may be substituted for the required experience.

II. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.


*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
