We are currently seeking a dynamic Recruitment and Retention Coordinator to join our team. This crucial role encompasses a wide range of responsibilities, including managing talent pools, driving strategic diversity initiatives, and developing creative recruitment strategies. The ideal candidate will be a collaborative problem-solver, capable of enhancing our talent acquisition strategy through innovative ideas and process improvements, while working closely with HR staff, senior leadership, and state agency representatives.

Duties and Responsibilities (these duties are a general summary and not all inclusive):
- Provide strategic support and execution of recruitment, data analytics and robust talent acquisition strategies
- Proactively search for and engage qualified talent for open and hard to fill positions
- Take an active role in the full cycle recruitment process providing resume screening, interview pre-screening services, candidate recommendations and interview question suggestion.
- Serve as a liaison between candidates, hiring managers and HR staffing units
- Support the unit in analyzing current recruitment and retention trends to develop sound solutions, programs and services that are efficient, appropriate, and support the mission and goals of EOHHS
- Utilize workforce metrics to drive performance improvement in the recruitment and retention processes, preparing reports and summarizing findings and metrics
- Assemble applicant sources by researching and contacting community resources, colleges, job placement agencies, affinity groups, and other networking resources
- Participate and engage in career fairs, hiring events, and workshops; Create a positive candidate experience by providing the highest level of customer service
- Assist with drafting and revising job postings and making recommendations on screening and interview questions
- Participate in overarching team goals and initiatives, offering innovative, constructive ideas to further the departments' success and growth
- Cultivate partnerships with HR functional teams, HR staff and other departments with recruitment requirements/requests; ensure continued engagement and productivity
- Serve on workgroups regarding a variety of recruitment-related committees, activities and teams to continuously improve process and service delivery
- Provide administrative and project support to the Unit as needed
- Manage the post-to-hire lifecycle of agency requisitions in MassCareers
Qualifications:
- Knowledge of Human Resource rules, regulations, and processes.
- Strong consultative and presentation skills to ensure high-quality customer service. Ability to exercise judgment and discretion in handling confidential matters and understanding of employees' changing needs and situations.
- Ability to work independently, receive and prioritize other work assignments based on dates of qualifying events to ensure timely processing.
- Professional experience working in Recruitment and Staffing, specifically working knowledge and experience with HRIS/HRMS, Taleo and Oracle based applications.
- Strong consultative and presentation skills to ensure high-quality customer service.
- Knowledge of state government and interrelationships between agencies.
- Experience working in a union environment.

- Valid driver's license and/or a means of travel to regional offices within the state of Massachusetts to conduct events and presentations as needed.
Preferred Qualifications:
- Proven experience with talent acquisition processes, job development, workforce development and/or job placement.
- Solid experience as a Sourcer/Sourcing Specialist; Familiarity with LinkedIn Recruiter, job boards and other social media platforms a plus.
- Skilled in grammatically correct and effective business writing including the ability to write persuasively, clearly and concisely and to blend information from multiple sources.
- Experience with compiling, analyzing, summarizing and manipulating data with demonstrated practice in database management used to track statistics to inform process improvements.
- Effective communication/public speaking skills, and the ability to connect quickly and authentically with people from a variety of different professional and cultural backgrounds; commitment to the value of diversity and inclusion.
- Strong critical thinking, problem-solving, and collaboration skills; adept at managing relationships both internally and externally.
- Sound understanding of recruitment processes and an aptitude for creating efficiencies.

Minimum entrance requirements:
Applicants must have at least:
(A) three years of full time, or equivalent part-time, professional experience in personnel work, or
(B) any equivalent combination of the required experience and the substitutions below.
Substitutions:
A Bachelor's degree or higher may be substituted for a maximum of two years of the required experience.
Graduate degree with a major in Personnel Management, Personnel Administration or Public Administration may be substituted for the required experience
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
