The Department of Conservation and Recreation's mission is to protect, promote and enhance our commonwealth of natural, cultural and recreational resources for the wellbeing of all. The DCR is steward to one of the largest and most diverse state parks systems in the nation which includes more than 450,000 acres of parks, forests, water supply protection lands, beaches, lakes, ponds, playgrounds, swimming pools, skating rinks, trails, golf courses and parkways. The Department of Conservation and Recreation seeks qualified applicants for the position of State House Ranger III, Captain.

The incumbent supervises DCR Ranger's assigned to the Massachusetts State House Security Program (SHSP) to ensure appropriate levels of security are administered and that assigned staff adhere to all policies and procedures as set forth by the Department. The Ranger III also ensures compliance with Department rules and regulations; protects natural and cultural resources; enhances visitor experiences through visibility, interpretative programming and visitor information; monitors impact of both authorized and unauthorized visitor use; and coordinates with law enforcement officials for appropriate regulatory action.

Duties:

  • During Special Events and or Emergency Management operations, the incumbent must be capable of working in a fast pace, high pressure environment.
  • Conduct patrols and supervise DCR's State House Security Program (SHSP) operationally for the Bureau of Ranger Services in accordance with Mass General Law Chapter 8, Section 9.
  • Oversee all aspects the SHSP's day to day operations. Supervise and direct subordinates assigned to the program.
  • Ensure security protocols are being maintained and adhered to.
  • Oversee State House Ranger I and II's activities, initiatives, and schedules.
  • Confer with the State House Chief Ranger and/or Deputy Chief to provide information regarding program operations, make recommendations, and to resolve problems.
  • Maintain liaison with the Director of State House Security, Bureau of the State House, MA State Police, General Court Officers, Federal and Municipal agencies, and other public entities.
  • Provide technical assistance and policy recommendations to management.
  • Patrol and monitor the SHSP for compliance with department rules and regulations, protocols and procedures as defined in the Bureau of Ranger Services Standard Operating Procedure, Mass General Law and Commonwealth of Mass Regulations.
  • Review reports of subordinates and others to determine program effectiveness and to provide information and make recommendations to managers concerning assigned work.
  • Attend meetings, speak before groups, prepare reports, maintain records and provide training and orientation for employees.
  • Assist management with policy initiative implementation.
  • Perform duties as an Incident Commander when applicable during emergency situations in accordance with department standard operating procedures.
  • Control crowds in areas where large groups of people gather by cautioning observers and by placing barriers, ropes, etc. in order to maintain public order and ensure that special events operate smoothly; confronts situations that may require the expulsion of disorderly persons from the area and the notification of appropriate law enforcement officials.
  • Oversee searches for lost persons in accordance with standard operating procedures and agency policy.
  • Oversee incident response operations and implement appropriate emergency and standard operating procedures.
  • Oversee first response to medical incidents; perform first aid or cardio-pulmonary resuscitation (CPR) when necessary.
  • Create Operational Plans for special events.
  • Administer records and reports; oversee department files in accordance laws and procedures.
  • Assist with staff scheduling as needed.
  • Perform other duties as assigned.

Preferred Qualifications

Applicants should have at least five years of full time or equivalent part-time experience in public safety, emergency management, security, public administration, law enforcement or public management.

Applicants should have at least four years of full time supervisory or managerial experience in public administration, security or law enforcement.

Qualifications

First consideration will be given to those applicants that apply within the first 14 days.

Minimum Entrance Requirements:

Applicants must have at least (A) four years of full time or equivalent part-time experience in park/recreation or resource management, environmental management, water resources or water supply management, or natural/cultural history interpretation, and (B) of which at least two years must have been in a supervisory capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. An Associate's or higher degree with a major in park and/or recreation management, resource management, water resource management, environmental education, or park interpretation may be substituted for a maximum of two years of the required (A) experience.

*Education towards such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: No substitutions will be permitted for the required (B) experience.

Special Requirements:

1. Possession of a current and valid Massachusetts Class D motor vehicle operator's license.

2. Possession of a current and valid CPR (cardio-pulmonary resuscitation) certificate from the American Red Cross or the American heart Association.

3. Possession of a current and valid standard first aid and personal safety certificate and first responder certificate issued by the American Red Cross.
