Job Opening:
The Department of Conservation and Recreation is seeking candidates for the position of Ranger II, State House.
The incumbent supervises Ranger I's at the Massachusetts State House, ensuring compliance with all security screening
procedures and providing top level customer service in order to promote compliance with rules and regulations; protects
legislative employees, heads of state, employees of the building, and all members of the public entering the State House;
enhances visitor experiences through visibility, interpretative programming and visitor information; monitors impact of both
authorized and unauthorized visitor use; and coordinates with law enforcement officials for appropriate responses to
emergency and/or criminal situations.
The basic purpose of this work is to provide a variety of security measures and customer service to promote compliance with
rules and regulations at the Massachusetts State House.
- Maintain the security of the Massachusetts State House by properly utilizing and supervising DCR Ranger I staff.
2. Patrol the State House and adjacent areas to ensure the security of buildings and grounds.
3. Supervise and participate in all Ranger activity and initiatives related to DCR's State House Security Program. Plan
and prepare daily duties of reporting staff.
4. Implement standard operating procedures related to State House operations and other DCR policies and guidelines.
5. Inform and educate visitors, as necessary, of State House rules and regulations and monitor visitor use while
patrolling areas in order to protect the natural and cultural environment and ensure public safety.
6. Supervise Rangers enforcing parking regulations on roads contiguous with the State House. Issue parking citations
when necessary.
7. Monitor crowds in areas where large groups of people gather by cautioning observers and by placing barriers, ropes,
etc. in effort to maintain public order; guard against trespass, theft, damage to property or injury to individuals.
8. Manage situations that may require the expulsion of disorderly persons and for breaches of building regulations
coordinating with appropriate law enforcement officials.
9. Supervise DCR's State House Command and Control Center, ensuring duties, standard operating procedures and
directives are adhered to. Make decisions on actions required to be taken by Ranger dispatchers dealing with
emergency and non-emergency incidents and ensure corrected notifications are made.
10. Enforce State House building rules and other Commonwealth of Massachusetts Regulations.
11. Divert vehicular traffic or pedestrians, when necessary, to avoid congestion or promote safety and convenience.
12. Supervise Rangers ensuring all assigned duties are being carried out; supervise Rangers operating access control
equipment at all entry points ensuring adequate staff coverage; ensure other fixed security posts around the State
House are staffed correctly; ensure effective patrolling objectives are met.
13. Respond to incidents and implement appropriate emergency and standard operating procedures.
14. Respond to medical incidents as a First Responder; perform first aid or cardio-pulmonary resuscitation (CPR) when
necessary and safe to do so.
15. Perform related duties such as maintaining records, logs and files, preparing reports; and represent DCR at meetings.
16. Performs related duties as assigned.
Incumbents at this level and higher also:
1. Supervise daily ranger services through scheduling and assignment of staff and activities, and ensure compliance with
department policies; conduct evaluations/appraisals of employees and evaluate the readiness of equipment.
2. Plans, creates curriculum, and conducts on the job training and orientation for assigned rangers. Oversees the onboarding
process for newly hired rangers
3. Conduct and attend meetings for advance preparations for Special Events and Dignitary Visits
4. Coordinate with Massachusetts State Police, Bureau of the State House, and other agencies in responding to protests,
demonstrations, unruly individuals, and other criminal activity.
5. Supervise upkeep of assigned vehicles, radios and other capital equipment.
6. Coordinating emergency response procedures for active shooters, bomb threats, fires, and other building related
evacuations with other law enforcement agencies and security team personnel.
Qualifications
First consideration will be given to those applicants that apply within the first 14 days.
Minimum Entrance Requirements: Applicants must have at least (A) three years of full-time or equivalent part-time experience in park or resource management, environmental education, water resources or water supply management, or natural/cultural history interpretation, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. An Associate's or higher degree with a major in park and/or recreation management, resource management, water resources management, environmental education, or park interpretation may be substituted for a maximum of two years of the required (A) experience.
Education towards such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: No substitutions will be permitted for the required (B) experience.
Special Requirements:
2. Possession of a current and valid CPR (cardio-pulmonary resuscitation) certificate from the American Red Cross or the American heart Association.
3. Possession of a current and valid standard first aid and personal safety certificate and first responder certificate issued by the American Red Cross.
