Job Description
The Department of Children and Families is seeking a Provider Compliance Specialist who is committed to upholding the department's fundamental mission of protecting children from abuse and neglect to ensure they are able to grow and thrive in a safe and nurturing environment.
The Provider Compliance Specialist coordinates compliance review activities to ensure providers are providing Rehabilitative Services and are properly documenting the service. In addition, the Provider Compliance Specialist also ensures the providers comply with other contractual obligations. As part of the Services Network team, the Provider Compliance Specialist collaborates with other team members to fulfill the responsibilities of the team.

Please Note: All Provider Compliance Specialists will work as a Team to visit provider sites throughout the Commonwealth. Travel will usually be in one or two Regions of the state. As needed, Provider Compliance Specialists will visit provider sites located in different Regions. Therefore, candidates for this position must be able to travel to locations throughout the Commonwealth.
Duties and Responsibilities (these duties are a general summary and not all inclusive):
- Coordinate and conduct compliance reviews for congregate care providers. This includes training new providers on their tasks, scheduling reviews, reviewing records, and preparing summary reports utilizing the requirements established by DCF for record keeping.
- Maintain regular contact with providers regarding progress on their Rehabilitative Services and other contractual responsibilities as assigned.
- Develop a uniform process to validate and recognize providers that meet/exceed compliance indicators.
- Prepare and disseminate feedback reports, validate and recognize providers that are compliant, and create plans of corrective action, in collaboration with providers and other members of the Services Network Unit, for providers that need assistance.
- Provide re-training and technical assistance to providers who need assistance with maintaining compliance. Ensure that all corrective action plans are resolved in a timely manner.
- Collect, summarize, and report compliance and quality indicators for providers, creating feedback for providers.
- Provide training and technical assistance to providers to support their required use of DCF's Virtual Gateway and any other DCF electronic reporting system(s).
- Travel to DCF Regions throughout the Commonwealth to complete tasks and fulfill responsibilities.
- Partner with DCF Network Specialists in creating and presenting compliance and quality feedback to providers on a regular basis.
- Participate in meetings, both internal to DCF and external, as assigned.
- Complete other duties as assigned.
Preferred Qualifications:
- Solid aptitude to collect, store, summarize, and analyze data in an accurate fashion.
- Experience creating user-friendly reports of both quantitative and qualitative data.
- Ability to follow written and oral directions.
- Proven history of attention to detail.
- Capacity to exercise discretion in handling confidential information
- Understanding how to work as a member of a team and collaborate to achieve common goals.
- Ability to address differences in opinion professionally and constructively.
- Familiarity with DCF's contracted services network.
- Knowledge of general report writing and demonstrated ability to produce timely, professional reports.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three (3) years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.
II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.
III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
