About EOTSS and the Massachusetts Data Office:
The Executive Office of Technology Services and Security (EOTSS) is the state's lead office for information technology. We provide enterprise-level IT services, and infrastructure, including network management and security; computer operations; application hosting; desktop provisioning and management; and modern and responsive data and digital services to 40,000 internal stakeholders plus the residents, businesses, and visitors to the Commonwealth of Massachusetts.
Under the leadership of the Chief Data Officer, the Massachusetts Data Office (MDO) partners with organizations across state government to transform how agencies use data to improve policies, services, and operations and better serve Massachusetts residents. We establish data procedures and policies, streamline data systems, and drive innovation in enterprise-wide data management and analytics. We're responsible for the enterprise data and information strategy and for facilitating data sharing among state agencies and with the public.

About this role:
The MDO is hiring a Product Manager (PM) to ensure successful delivery and maintenance of a coordinated set of data solutions to improve data operability across the Commonwealth. The PM will ensure that the solution meets the business needs of critical business and technology stakeholders through all phases of development and maintenance and will develop and implement the tools, strategies, and practices within the solution to set up our partner agencies for long-term success.
As a Product Manager, you'll coordinate with business and technology stakeholders to deliver a user-centered solution using agile methodologies and modern technologies. You will surface key decisions impacting the development of the solution and drive their resolution. You will analyze tradeoffs, issue spot and troubleshoot, and make recommendations to leadership about . You will work closely with relevant business and technical leads to ensure alignment across stakeholders.
The ideal candidate will have experience managing software products and leading product development, demonstrated success developing products to meet diverse business needs, and a demonstrated ability to collaborate with stakeholders to drive progress.
This position is a full-time opportunity. The work schedule for this position is Monday through Friday, 9:00AM to 5:00PM EST, in a hybrid remote arrangement with 2-4 days per month-more as needed-spent at the primary work location: One Ashburton Place, Boston, Massachusetts 02108. Applicants should be located within reasonable commuting distance from the primary work location.
Responsibilities:
- Work with partner agencies to define goals and surface business and policy needs
- Communicate business needs to technical teams and technology vendors
- Ensure successful solution implementation by prioritizing the development of functions and features that meet critical business needs
- Set a vision for how the solution will meet stakeholder requirements, now and into the future
- Define a strategy for how technology will be used to support the vision and enable business needs as they change over time, ensuring business needs and technology resources are in alignment
- Develop and manage a product roadmap
- Become the expert on the software applications to drive decision-making; ensure that all stakeholders are aware of the capabilities and limitations of the software, as well as the options, risks, and costs related to technology changes
- Manage vendor relationships, including coordinating with technology vendor(s) to define requirements and use cases that will inform feature development, ongoing enhancements, and break/fix work
- Ensure that use cases, business requirements, and policy demos articulate and/or represent business processes and desired outcomes
- Support administrative and end users in using the solution
- Perform other duties as assigned
Preferred Knowledge, Skills & Abilities:
- Five (5) years of professional product management experience
- Demonstrated success in a role with similar responsibilities, for example in IT; public-sector experience preferred
- Experience managing end-to-end product development
- Experience leading a team
- Strategic thinker, adept at independently surfacing and evaluating problems accurately with incomplete information
- Able to drive to resolution with minimal oversight, displaying sound judgment, including measurement of risks and timely escalation
- Ability to build trusted relationships with stakeholders, senior managers, front-line leaders and employees at all levels
- Ability to generate very strong product plans and build buy-in across the team, our government partners, and other contractors
- Ability to define a product objective, and logically reverse engineer the path and communications to achieve the objective
- Experience leading discussions to ascertain the needs of a business or agency and its users; ability to capture and communicate integrated business and technology requirements
- Excellent written and verbal communication skills; ability to communicate information effectively with and between technical and non-technical audiences

Minimum Entrance Requirements:
Applicants must have (A) at least two (2) years of full-time or equivalent part-time professional or practical experience in the field of information technology project management, or (B) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. An Associate's degree in a related field may substitute for one (1) year of the required experience.
II. A Bachelor's degree or higher in a related field may substitute for the required experience.
