Job Description

Overview:
The police lieutenant assists the director, associate director, staff assistants (i.e. the command staff) with the day-to-day oversight and supervision of the department operations and provides direct administrative support to the command staff. The police lieutenant reports directly to the Associate Vice President for Public Safety and Risk Management (chief of police) and executive officer (associate director) of university police.

The police lieutenant acts as the commander of the university police patrol division. The police lieutenant develops and implements a comprehensive community engagement / community policing and outreach program. Supervises university police officers (sergeants and patrol officers), dispatchers, institutional security officers and other police personnel. Oversees and provides proactive supervision, assistance and direction to sergeants and officers as needed. Assists with supervisory staffing needs. Provides command oversight of incidents and investigations in the absence of a higher authority. On call twenty-four hours a day for emergencies and other critical situations (cell phone will be provided and required). May be required to work evenings and/or weekends depending on campus activity and the needs of the university. Assumes administrative and command responsibilities in the absence of the higher authority. As a key member of the police leadership team, is expected to be responsive to the public safety needs of the university community and broader community and may attend neighborhood meetings and respond to complaints in accordance with established policy.

Qualifications

Required Qualifications:
  • Bachelor's degree in Criminal Justice, police administration or a related field of study relevant to modern policing needs
  • Ten years of work experience in law enforcement
  • A minimum of five years of progressively responsible police or other law enforcement supervisory experience, preferably in a college/university setting
  • Must possess strong leadership, supervisory, communication and interpersonal skills necessary to build teamwork in the department and promote professional and cooperative relations with university community members, outside agencies and the general public
  • Must demonstrate organizational, problem-solving, and crisis management skills
  • Experience with and knowledge of modern, efficient campus law enforcement technologies and contemporary campus policing strategies, fire safety, OSHA compliance, emergency management, environmental health and safety, Infectious Disease Control, Sexual Assault, Domestic Violence, and prevention issues as well as local, state and federal laws including Clery Act, FERPA, NIBRS and completion and submission of mandated felony arrest statistics. Demonstrated willingness to keep up-to-date through department-sponsored training and other resources
  • Considerable knowledge of strategies designed to maximize positive community interactions
  • Working knowledge of fire alarm, intrusion alarm, and surveillance camera systems
  • Proficiency using Microsoft Office Suite, CJIS and similar programs
  • Experience handling confidential and sensitive information with the utmost discretion
  • Experience with training staff on department policies and procedures
  • Appointee Must:
  • Possess POST-C certification or be able to obtain POST-C certification through demonstration/documentation of police training equivalency.
  • Possess and maintain a valid driver's license and not have a significant history of motor vehicle violations
  • Possess (or obtain) certifications in CPR, First Responder, AED, OC/pepper spray, and expandable baton
  • Possess (or obtain) appropriate Massachusetts License To Carry (LTC), unrestricted, for department approved weapons. Must maintain LTC as condition of continued employment
  • Have completed or be able to complete and pass an MPTC approved police firearms training course/certification to be issued and carry a department issued firearm
  • Must successfully complete medical/physical examination (including drug screening), physical agility test, written test, psychological screening, and background and credit checks
  • Preferred Qualifications:
  • Master's degree
  • Office management experience with fiscal responsibilities
  • Working knowledge of computer aided dispatch and records management programs
  • Experience with law enforcement policy development and police accreditation (CALEA, IACLEA, MPAC).
  • Possess (or obtain) specialty training applicable to campus law enforcement, including but not limited to EMT training, crime prevention, Title IX RE, Clery Act, RAD training, instructor certifications in law enforcement and related disciplines
  • Experience with student development/student success theories and principles and the role of safety and security on a college campus
  • Working Conditions:

    This is an on-site, in-person position which requires the ability to stand and walk for long periods of time. Must be able to lift and carry heavy objects (50 lbs.) without assistance.

    Normal assigned schedule is Monday-Friday 8a-4p however the position requires occasional evening and weekend work. Position requires 24/7 on call status and availability to respond to campus for supervisory support, investigative support or emergencies.

    Campus Police Officers work under exposure to injury resulting from dangerous weapons, physical and verbal abuse and adverse weather conditions; may carry firearms; may operate motor vehicles at high speed for pursuit or emergency response purposes; work with people under physical and/or emotional stress; work alone in isolated or high-crime areas; walk and stand for prolonged periods of time; lift and carry heavy objects or people; may travel for job related purposes; and may be required to furnish private transportation for job-related travel for which mileage is reimbursed.
