Job Description

Executive Office of Housing and Livable Communities (EOHLC) is seeking two Placement Coordinators in the Division of Housing Stabilization!

AGENCY MISSION:

The Executive Office of Housing and Livable Communities (EOHLC) is charged with creating more homes in Massachusetts and lowering housing costs for residents.

Formerly known as the Department of Housing and Community Development (DHCD), EOHLC works with municipalities, local housing authorities, non-profit organizations, and development partners to provide affordable housing options, financial assistance, and other support to Massachusetts communities.

OVERVIEW OF ROLE (NOT ALL INCLUSIVE:

The Placement Coordinator performs all necessary functions to affect the placement, transfer and exit of homeless families in Executive Office of Housing and Livable Communities (EOHLC's) Emergency Assistance and hotel system. These functions include communicating pertinent information to shelter providers, arranging client transportation, notifying local EOHLC Homeless Coordinators, and completing required paperwork. In addition, there are daily reports that must be completed.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):

1. Placements & Transfers:

• Arranges shelter placements and transfers for homeless families statewide by working with local office EOHLC and shelter providers. Communicates with providers to determine that the available placement is appropriate for the family and coordinate the family's arrival with the provider. The local office EOHLC staff must be notified in a timely manner of the arrangements.

• Creates placement and transfer letters for homeless families and email them with any other pertinent information to the local office EOHLC staff, shelter/hotel where the family is located. These letters must be sent in a timely manner and contain all required information. Responds to questions from families about placements and transfers.

• Arranges for transportation for homeless families, when needed. Transportation arrangements must be coordinated with the EOHLC Contractor. Arranges for the most cost effective, efficient transportation for each family depending on their location. Referral forms must be completed and submitted to the EOHLC Transportation Contractor. Answers family and Contractor questions and concerns about transportation arrangements.

2. Communication:

• Follows-up with shelters to ensure that all families arrived at designated placements. Follow-ups should be placed the morning following a family's placement.

• Completes paperwork to inform local office EOHLC staff and other appropriate personnel of all shelter exits.

• Communicates with Central Office staff, local office EOHLC staff and shelter staff to resolve placement issues and concerns

• Communicates with Domestic Violence Specialists to ensure assessments are received on all at risk families prior to placement and that any questions about that assessment are answered prior to placement.

3. Reporting:

• Creates and update daily shelter vacancy report. Report must be ready for distribution no later than 10:00 am each day.

• If shelters fail to report vacancies in a timely manner the Placement Coordinator contacts the shelter to obtain the information. In addition, EOHLC Contract Specialists are notified when their assigned shelters fail to report.

• Ensures that daily vacancy report correctly reflects all pertinent information, especially shelter capacity which changes frequently.

4. Technology:

• Provides data on homeless families to DHS Data and Evaluation Unit as requested.

• Inputs data in Efforts To Outcomes All Services Integrated System Tracker (ETO/ASIST) on a daily basis , i.e., entries/exits, case notes, etc.

• Issues NFL 9T to families exiting EA Shelter/upload NFL 9T to ETO All Services Integrated System Tracker/ Efforts to Outcomes (ETO)

• Inputs data in Housing Help Hub (HHH) for new families entering the EA System.

5. Monitors:

• Tracks Temporary Emergency Shelter Interruption(TESI) Exits & makes referrals to HomeBASE Providers as appropriate.

PREFERRED QUALIFICATIONS:

1. Excellent written and oral communication skills.

2. Strong organizational skills.

3. At least intermediate demonstrated proficiency using Microsoft Word and Excel.

4. Ability to handle multiple priorities.

5. Knowledge of EOHLC's Emergency Assistance program.

6. Experience working with homeless families.

7. Ability to work as part of a team.

8. Ability to respond to crisis situations providing accurate information and direction.

9. Experience in providing excellent customer service

This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days, as needed.

Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division's Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the appropriate salary range.

Education, licensure and certifications will be verified in accordance with the Human Resources Division's Hiring Guidelines. Education and license/certification information provided by the selected candidate(s) is subject to the Massachusetts Public Records Law and may be published on the Commonwealth's website.

Qualifications

First consideration will be given to those applicants that apply within the first 14 days.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.


III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: No substitutions will be permitted for the required (B) experience.
