Job Description

The Physical Therapist III is responsible for overseeing, directing and providing therapy services within the Hogan Regional Center. This role involves overseeing a multidisciplinary team of therapists, developing and implementing therapeutic programs for a diverse clientele, ensuring high-quality resident care, and maintaining compliance with regulatory standards. The Physical Therapist III will work closely with other healthcare and clinical professionals, as well as administrative staff to creatively advance and promote the integration of therapy services into the overall resident care continuum.

DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES

1. Leadership

  • Provide strategic leadership and direction for the therapy services department, including physical therapy, occupational therapy, speech therapy, and any other specialized therapy services.
  • Supervise and mentor therapy staff, including therapists, assistants, and administrative personnel.
  • Develop and implement policies, procedures, and best practices to ensure the effective and efficient delivery of therapy services.
  • Provide technical support the senior management team, participating in the on-call rotation.

2. Program Development and Evaluation:

  • Design, implement, and evaluate therapy programs and interventions that meet the needs of our different patient populations and align with organizational goals.
  • Conduct regular reviews and assessments of therapy services to ensure quality, effectiveness, and compliance with regulatory standards.

3. Quality Assurance and Compliance:

  • Ensure that therapy services comply with all relevant federal, state and Title XIX regulations, including licensing, and accreditation guidelines.
  • Monitor and address any issues related to resident safety, treatment outcomes, and service delivery.
  • Actively provides ongoing observations, reviews, and direct supervisory oversight and assistance to ensure that staff who are deemed qualified to provide therapy services are trained on the program(s) and demonstrate the necessary skills to correctly implement therapy program(s) towards promoting individual's performance towards achieving their objective(s) outlined in the individual service plan.
  • Provides ongoing supervision, adequate observations, review, and monitors staff to assure all applicable work assignments and responsibilities are being met, especially in the training areas of special health or medical requirements of the individuals they serve including: program implementation, resident independence, proper use of assistive technology, record keeping and data collection, programming principles, positive behavioral interventions. The provision of adequate observations will entail at least 20% of work hours unless otherwise directed.

4. Collaboration and Communication:

  • Attends a variety of meetings as directed by Facility Administration.
  • Collaborate with other healthcare professionals, including physicians, nurses, social workers, qualified intellectual development professionals, physical therapy, occupational therapy, speech and language professionals, and operations managers to coordinate resident care and optimize treatment plans.
  • Facilitate communication between therapy staff and residents, families, and other stakeholders to ensure a positive and supportive therapeutic environment.

5. Budget and Resource Management:

  • Monitor staffing needs, equipment, and operational expenses with support and guidance from the Facility Director.
  • Identify and pursue opportunities for cost-saving and efficiency improvements within the therapy services department.

6. Professional Development:

  • Promote ongoing education and professional development for therapy staff to enhance skills and knowledge.
  • In conjunction with the Director of Quality Assurance, oversees and evaluates the development and implementation of training programs to insure that both frequency and quality are adequate.
  • Stays current with industry trends, research, and best practices in therapy services and pursues the requisite continuing education credits necessary to maintain state licensure.

7. Data Management and Reporting:

  • Oversee the completeness and timeliness of ISP documentation, ensure documentation compliance, goal setting, and team communication related to therapy services.

QUALIFICATIONS REQUIRED AT HIRE

  • Knowledge of the purpose and administration of developmental and standardized assessment instruments; human growth, and developmental patterns; developmental disabilities such as intellectual disability, cerebral palsy, epilepsy, and autism; learning theories and principles, various remediation and treatment programs; individual and group developmental therapy and habilitative intervention techniques, methods of maximizing development through habilitative and rehabilitative techniques; the functions and contributions of allied health fields such as medicine, psychology, social work, speech and hearing, occupational therapy, physical therapy.
  • Strong understanding of the principles and practices of individual supervision.
  • Knowledge and experience with sensory integration therapy.
  • Strong knowledge of therapy practices related to all Title XIX regulations and standards.
  • Excellent leadership, communication, and interpersonal skills.
  • Demonstrated commitment to quality patient care and professional development.
  • Ability to read and interpret complex materials.
  • Ability to establish and maintain effective working relationships with individuals, their families, and department personnel.
  • Prepare and maintain required reports and documents.

QUALIFICATIONS ACQUIRED ON JOB

  • Knowledge of regulations and procedures governing facility activities
  • Knowledge of the types and availability of public/ private organizations and resources for providing PT/OT/SLP
  • Knowledge of the EPRS (Employee Performance Review System)
  • Working knowledge of the facility and state documentation system and procedures
  • Working knowledge of the strong interdisciplinary team process and the development of the ISP
  • Working knowledge of the department, facility and state policies.
  • Successful completion of PABC training
  • Title XIX Regulations
  • Department of Public Health and other audit processes

Qualifications

Minimum Entrance Requirements:

Applicants must have at least three years of full-time, or equivalent part- time, professional experience as a physical therapist of which at least two years must have been in a supervisory, administrative, or managerial capacity.

Special Requirements:
Possession of a current and valid Physical Therapist license issued by the Massachusetts Division of Licensure Board of Allied Health Professionals in accordance with Chapter 667 of the Acts of 1982.

Based on assignment, possession of a current and valid Massachusetts Motor Vehicle Operator's license may be required.

Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
