DCAMM is a central agency in implementing several key policy priorities of the Healey-Driscoll Administration, including promoting decarbonization and climate resilience in all state facilities, identifying and facilitating opportunities to repurpose underutilized state property for housing production, and increasing the participation of underrepresented groups in public construction contracting and in the public construction workforce.
General Statement of Duties and Responsibilities
The Physical Security Coordinator provides for the safety and security of employees and visitors at DCAMM managed facilities. This position provides oversight, direction, and recommendations regarding physical security equipment and technology at DCAMM managed properties.
Detailed Statement of Duties and Responsibilities
Facility & Site Responsibilities
- Serves as the primary point of contact for the Security & Emergency Preparedness Unit regarding physical security equipment and technology at DCAMM managed properties. Such equipment includes, but is not limited to, access control, video management, visitor management, alarm systems (duress and intrusion), screening equipment, and radio/communication systems.
- Collaborates with facility managers to ensure security integrator contractors and technology are meeting the needs of the building or site's operation
- Inspects DCAMM Managed buildings to identify security issues and safety hazards and ensure appropriate levels of physical security and technology are provided.
- Inspects the physical security systems and devices at DCAMM managed sites regularly and performs system health checks with the intent to identify failing or failed devices. Provides a report of any system deficiencies and concerns to Security & Emergency Preparedness Unit leadership with recommendations for remedy, repair, or replacement.
- Creates and maintains a comprehensive inventory of all physical security and technology assets used at DCAMM managed properties. Tracks and maintains proper access to all physical security systems.
- Inspect and test security equipment and troubleshoot basic technical problems and coordinate with service vendors to address complex maintenance issues, ensuring technical issues are addressed in a timely manner and minimize impacts to operation and in accordance with provided scopes of work.
- Assist in creation, procurement, and oversight of contracted repair and preventative maintenance services for all physical security systems.
- Processes CORI acknowledgment forms for contractors, subcontractors, and security integrators.
Security Integrator Responsibilities
- Works with the third-party security integrators to ensure scopes of services are provided and service/repair/installation are completed in accordance with provided scopes of work
- Works with the third-party security integrators to ensure billing is timely and accurate
- Provides security integrators a detailed understanding of the facility, and the systems within, as needed to facilitate service and project work
- Ensures security integrators are adhering to all facility/property policies, procedures and/ or regulations.
Emergency Duties & Responsibilities
- In the absence of the DCAMM Chief of Security & Emergency Management, Deputy Chief of Security, Deputy Chief of Emergency Preparedness, and/or the Security Operations Coordinator, may serve as the DCAMM Security Officer in Charge (OIC) during an emergency or crisis
- Acts as a liaison between first responders and DCAMM leadership. Provides relevant updates regarding emergency response to Security & Emergency Preparedness Unit leadership
- Coordinates third-party security personnel response to the emergency
- Ensures Security & Emergency Preparedness Unit emergency standard operating procedures are followed.
- Participates in emergency debriefings and provides feedback and recommendations for improvements
- Ensures a complete and accurate incident report is completed
- Assists with emergency trainings, exercises, and planning as requested
- Attends meetings and represents DCAMM and the Security & Emergency Preparedness Unit with occupant agencies and contracted partners
- Attends meetings and represents DCAMM and the Security & Emergency Preparedness Unit with local, state, and federal first responders
Administrative Responsibilities
- Review incident reports to determine any recommendations or changes needed to physical security equipment and technology
- Assist in writing, developing, and revising facility/site specific standard operating procedures as it pertains to the post orders or the use of physical security equipment and technology
- Assist in the development of written training materials and provide on-the-job training for contracted security personnel on physical security equipment and technology.
- Attend and participate in meetings with Security & Emergency Preparedness Unit personnel, DCAMM personnel, contracted personnel, and security integrators
- Represent DCAMM and the Security & Emergency Preparedness Unit in meetings with occupant agencies, local, state, and federal officials
- Review and provide first stage approval for invoices for services from security integrators
- Assists in project management as directed by the Deputy Chief of Security
Preferred Qualifications
- Knowledge of physical security equipment, technology, and systems to include, but not limited to, access control, video management, visitor management, duress and intrusion alarms, communications, emergency communications, and security screening (i.e. X-ray, Magnetometers, etc.)
- Knowledge of the principles and practices of security management including planning, communication, organizational development, etc.
- Knowledge of work simplification methods.
- Knowledge of the methods used in preparing charts, graphs, tables, and reports.
- Ability to analyze and determine the applicability of data, to draw conclusions and to make appropriate recommendations.
- Ability to maintain accurate records.
- Ability to review and interpret financial documents to include invoices, contracts, and reports.
- Ability to communicate effectively in oral and written expression.
- Ability to establish and maintain harmonious working relationships and rapport with others.
- Ability to adjust to varying or changing situations to meet emergency or changing program requirements.
- Ability to exercise discretion in handling confidential information.
- Ability to operate a motor vehicle.
- Knowledge of the principles, practices, and techniques of supervision.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.
II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.
III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: No substitutions will be permitted for the required (B) experience.
