Job Description

The Personnel Officer I position will be assigned to the Department of State Police Payroll Unit. This position will be responsible for entering time and attendance exceptions for assigned Troops/Units into the Human Resources/Compensation Management System (HR/CMS) on a weekly basis.

Incumbents must:

  • Process and verify all overtime entered into HR/CMS to ensure that employees are properly compensated.
  • Enter Labor Cost Management (LCM) default schedules (profiles) to ensure payroll and overtime charges are applied to correct funding sources such as state appropriations, grants, retained revenue and trust accounts.
  • Process shift-differentials and special pay items in a timely and accurate manner to ensure that affected employees are properly compensated and that appropriate rules and/or union contracts are followed.
  • Assist with HR/CMS personnel transactions such as new hires, transfers, terminations, suspensions, demotions and promotions; and apply the appropriate employee deductions.
  • In collaboration with Human Resources, review all military leaves and ensure that the proper military orders are in place and process the military time accordingly in HR/CMS.
  • Process verification of employment requests for financial purposes and State Board of Retirement and Injured in the Line of Duty requests and ensure information is provided accurately and in a timely manner.
  • Review audit and discrepancy reports for assigned Troops/Units in both paper and electronic format, and make appropriate corrections as needed.
  • Participate in annual payroll activities for both calendar and fiscal year end, including but not limited to: Use or Lose notices; accounts payable period, cash outs, W-2 Forms.
  • Reconcile attendance calendars; respond to employee inquiries via telephone/email and process time and attendance/overtime reporting discrepancies.
  • Consult with management regularly to ensure that employee compensation properly adheres to collective bargaining agreement parameters and to ensure timely and appropriate execution of agency payroll processes.
  • Maintain current knowledge of HR/CMS, the Labor Cost Management (LCM) tool and Commonwealth of Massachusetts Human Resources Division (HRD) payroll guidelines by undergoing periodic training, participating in appropriate user groups and ensuring consistent receipt of updates and advisories.
  • Participate in any ad-hoc or special projects.
  • Perform other duties as required.

Qualifications

Minimum entrance requirements:

Applicants must have at least (A) two years of full time, or equivalent part-time, professional experience in personnel work, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions: A Bachelor's degree or higher may be substituted for the required experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
