Job Description

The Executive Office of Veterans Services (EOVS) is the Commonwealth of Massachusetts primary support and advocate for Veterans and their families. The mission of EOVS is to advocate on behalf of all the Commonwealth's veterans.

The Personnel Development Coordinator is responsible for managing and coordinating a variety of training and development activities within the agency. This includes delivering classroom and virtual training sessions, creating events in the Learning Management System, tracking attendance, and preparing formal reports to evaluate training effectiveness and suggest improvements. The role also involves managing classification and compensation efforts and collaborating with various stakeholders on the development of HR training plan and schedule.

Duties and Responsibilities:

  • Partner with the SHRO, supervisor, departmental staff, and other stakeholders to deliver classroom (in-person) sessions, virtual (online) trainings, eLearnings, and "Train the Trainer" sessions.
  • Manage the scheduling of classes and events by securing training dates, virtual links, and locations.
  • Create events and sessions in the Learning Management System.
  • Track attendance and maintain class registration information, enrollment figures, and data.
  • Ensure equipment and reasonable accommodation needs are met.
  • Manage instructor evaluations and feedback.
  • Maintain course documentation and hard and electronic files in keeping with relevant sections of the Statewide Records Retention Schedule for employee training, information technology, and program administration records.
  • Perform learning management system duties, including managing agency data, running programming and product updates, addressing user problems, and maintaining an efficient e-learning operating environment for users.
  • Prepare formal reports regarding e-learning and instructor led activities and outcomes such as course evaluation response summaries, training transfer metrics, and reported technical error events to determine if training goals and program objectives have been met and what changes or improvements to training development, delivery, and learning management system performance can be made.
  • Recommend changes in training programs after review of evaluation reports.
  • Manage classification and compensation efforts; partner with the EOVS and HR Business Partners to discuss classification and compensation recommendations and strategies.
  • Partner with the Classification and Compensation Unit staff to review proposed job classifications and make determinations on classification appeals; participate in the review and drafting of job specifications.
  • Collaborate with the Classification and Compensation Lead and other stakeholders on the development of HR training, including performance management, recruitment and retention, and classification.
  • Manage respective classification, appeal, and performance management databases.
  • Assist with MassPerforms & EPRS regarding tracking and reporting.
  • Classify positions in accordance with established guidelines and criteria.
  • Recommend determinations on classification appeals based on review and analysis.
  • Apply Hay Certification methodology to evaluate and classify positions.
  • Perform all other related duties and including cross functional unit tasks.

  • Ability to communicate effectively.
  • Ability to write concisely, express thoughts clearly and develop ideas in a logical sequence.
  • Ability to use proper grammar, punctuation and spelling.

  • Ability to multi-task and prioritize.
  • Ability to prepare documents and reports accurately.
  • Ability to follow guidelines and procedures.
  • Knowledge of software applications such as desktop publishing, project
  • management, spreadsheets and database management.
  • Ability to work independently and in teams.
  • Organizational skills.
  • Ability to explain the procedures, guidelines and policies governing payroll processing.
  • Ability to communicate effectively in oral expression.
  • Ability to analyze and determine the applicability of personnel data, draw conclusions and make appropriate recommendations.
  • Ability to exercise discretion in handling confidential information.

Qualifications Acquired on Job:

  • Knowledge of the laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing assigned agency or unit activities.
  • Knowledge of the types and uses of agency databases, documents, and files.
  • Knowledge of state laws, procedures, and guidelines.
  • Knowledge of other Human Resources functions with the Executive Office of Veterans' Services but not limited to, Employment and Staffing, Onboarding, and HR Processing.

About the Executive Office of Veterans Services:

On March 1, 2023, Governor Maura T. Healey and Lieutenant Governor Kimberley Driscoll established the Executive Office of Veterans Services. The office oversees programs and services for Massachusetts veterans, including Chapter 115 benefits for eligible veterans. It also manages the state's two Veterans Homes in Holyoke and Chelsea and the Memorial Cemeteries in Agawam and Winchendon.

Qualifications

Minimum entrance requirements:

Applicants must have at least (A) three years of full time, or equivalent part-time, professional experience in personnel work, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions: A Bachelor's degree or higher may be substituted for a maximum of two years of the required experience.

Graduate degree with a major in Personnel Management, Personnel Administration or Public Administration may be substituted for the required experience


*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
