General Statement of Duties:
This senior administrative position serves under the direct supervision of the Human Resources Director at the Middleton Facility. The Director of Scheduling & Payroll organizes and oversees the collection and recording of data concerning work schedules and time off for over 600 employees that pertains to the accurate processing of the bi-weekly payroll. This position also includes maintaining a good working relationship with collective bargaining groups and participating in resolving grievances.
Supervision Received:
Works under the direct supervision of the Human Resources Director or other employees of higher grades who provide instruction and guidance.

Essential Functions:
• Function under the direct supervision of the Human Resources Director. Must be available on a full-time schedule to perform a variety of payroll and accounting activities.
• Updates of time earned for vacation, personal, and sick.
• Prepare several computer-generated reports --i.e., management, payroll, attendance, etc. Required to produce monthly reports of actual days worked by staff for compliance with Massachusetts General Laws.
• Assist with payroll projections.
• Process and enter overtime from Access/Cloud Database using guidelines from each Collective Bargaining Agreement.
• Weekly audits of Timesheet and Additional Pay amounts utilizing warehouse predictive.
• Enter payments of detail pay (i.e., DPW, Honor Guard, etc.)
• Update and enter payroll tax updates and direct deposit.
• HRCMS adjustments for workers compensation, EILB, military leave, suspensions, leave of absences, terminations, and retirements, and PFMLA.
• Process step raises for maxed out ECCOA Correctional Officers.
• Track longevity pay for eligible ECCOA members.
• Establishment of employment terms/pay rules based on employment and unions.
• Assist in the entry of missed punches in Dimensions.
• Creation of reports/data views based on needs of Department.
• Offer assistance and backup to the Kronos Administrator.

Position Type/Expected Hours of Work:
This is a full-time position. Days and hours of work are Monday through Friday, 8:00 a.m. to 4:00 p.m.

Qualifications
Required Education and Experience:
• High School Diploma. Bachelors Degree preferred.
• Must demonstrate good written and oral communications skills.
• Must demonstrate working knowledge of all phases of paperwork and records keeping within the Essex County Sheriff's Department
• Must have a thorough working knowledge of Computer Systems.
• Knowledge of HRCMS, LCM, Kronos, and Commonwealth Information Warehouse, and working with unions preferred.
• Proficient in Microsoft Office (Excel, Access, etc.)
• Ability to work under pressure, to make sound decisions, and to manage a number of priorities.
• Excellent organizational skills required.
• Ability to act calmly makes decisions, and act quickly in emergency/stressful situations. Ability to adapt to varying work situations.
• Interact well with people who are under physical and/or emotional stress.
• Motivate others and understand, explain and apply laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing assigned unit activities.
• Considerable knowledge of the principles and methods of correction institution management. Knowledge of the principles, practices and techniques of direct supervision.
- Ability to maintain accurate records, prepare reports, analyze and determine the applicability of data, draws conclusions, and makes appropriate recommendations.
