Agency Overview:

The Massachusetts House of Representatives ("House") is comprised of 160 independently elected Members, each representing a district of approximately 43,000 people.

Position Overview:

The House of Representatives Payroll Coordinator is a member of the Human Resources (HR) team and supports the Office of Human Resources by providing service in the areas of payroll, new hire onboarding, recordkeeping, timekeeping, and assists with benefits administration and HR generalist duties as assigned.

The Payroll Coordinator enters transactions on the Commonwealth HR/CMS system and the House HRIS database to ensure House employee pay is processed on time, accurately, and in compliance with regulations. Prepares bi-weekly payroll and ad hoc reports as needed. Assists with entering and reviewing time and attendance transactions on the House HRIS to ensure time is reported and approved and entered accurately.

Reports to:

The Payroll Coordinator performs work under the daily direction of the Deputy HR Director and reports to the Director of House Human Resources.

Essential Duties & Responsibilities

Responsibilities/Essential Functions:

  • Prepares and process payroll entries to ensure House employees are paid accurately and on-time;
  • Reviews bi-weekly payroll transactions to ensure they are entered accurately as approved under the House's Employee Classification and Compensation Plan. Prepares reports as required;
  • Drafts pay memos for approval by the Speaker's Office to authorize changes to the House and Joint payroll;
  • Works in collaboration with the Human Resources team to identify and resolve employee issues related to payroll, House HR self-service, time and attendance, and other related matters;
  • Creates new hire and rehire records on HR/CMS and House HR platforms and processes payroll actions such as promotions, salary increases, transfers, changes to pay rates, deductions and direct deposit information in a timely and accurate manner;
  • Supports the onboarding process with new employees, providing required onboarding paperwork, verifying documentation and compliance with state and federal requirements and House policy. Enters new hires on HR/CMS and House HR accurately and timely;
  • Reviews and cross-checks all transactions on a daily and uses bi-weekly reports to ensure payroll is accurate prior to payroll processing;
  • Updates a variety of reports using the House HRIS, and HR/CMS. Maintains weekly transactions list using Excel and prepares bi-weekly reports documenting HR transactions;
  • Collaborates with the HR team to maintain hardcopy employment records for House and Joint employees that reflect changes and HRIS system confirmation. Assists with preparing hardcopy files for annual compliance audits;
  • Terminates records and processes retroactive payments as needed;
  • Under the direction of the House HR Director, performs regular audits of HR and payroll documents in compliance with relevant policies, laws and guidelines;
  • Collaborates with Senate HR staff on Joint legislative staff payroll matters;
  • Attends training and user group meetings organized by HRD staff regarding leave of absence, benefits, and other HR processes as needed;
  • Able to operate in a fast-paced professional office environment; handle or operate standard office equipment and occasionally lift up to 10 pounds; and
  • Performs special projects as assigned.


Qualifications

  • Ability to interface and work with different communities and personalities in a professional and helpful manner;
  • Ability to multi-task effectively, work independently and meet deadlines on short notice;
  • Experience presenting complex data, analyses and information in easily understood formats;
  • Excellent analytical and interpersonal skills;
  • Ability to communicate with members and colleagues effectively and provide and receive feedback professionally;
  • Ability to use standard office equipment and technology;
  • Ability to follow-up and complete tasks.

Education/Experience Qualifications:

  • One to two years of college or technical school and at least 1 year of relevant work experience or any of the following combinations of education and experience: Bachelor's degree in HR, business or a related field , or At least 3 year's of relevant work experience ;
  • Knowledge of Microsoft 365 including Word, Excel and Outlook is required ,
  • P rofessional experience working in the payroll field, specifically working knowledge and experience with payroll software such as HR/CMS or other HRIS is preferred ;
  • F amiliarity with the Commonwealth's Information Warehouse (CIW) and labor cost management syste ms (LCM and MOBIS) is preferred ;
  • Prior work experience for a Commonwealth agency is preferred.

Position Type/Expected Hours of Work

This is a full-time , minimum of 37.5 hour position. Days of work are typically Monday through Friday.
