Oracle Database Administrator

The Executive Office for Administration and Finance (A&F) plans and executes fiscal and administrative policies that serve to ensure the financial stability, efficiency, and effectiveness of state government. The key responsibilities of A&F include managing the operational and capital budgets of the Commonwealth and managing funds received from the federal government. A&F IT is a unit under the Executive Office for Administration & Finance (A&F) and is overseen by the Secretariat Chief Information Officer (SCIO). A&F IT is a team of approximately 300 skilled and committed IT professionals who develop and maintain technical solutions that address business challenges for Executive Office of Administration and Finance agencies.

This Oracle Database Administrator will play a critical role in migrating our on-premises Oracle and SQL Server databases to AWS RDS and converting some of these databases to PostgreSQL. The ideal candidate will have extensive experience with AWS RDS, strong knowledge of database migration strategies, and the ability to work closely with our in-house database support team to ensure a smooth transition.

Key Duties & Responsibilities:

  • Lead the migration of on-premises Oracle and SQL Server databases to AWS RDS.
  • Convert select databases from Oracle/SQL Server to PostgreSQL.
  • Develop and execute a comprehensive migration strategy, including planning, design, and implementation.
  • Collaborate with the in-house database support team to transfer knowledge and ensure they are equipped to manage and maintain the new RDS environment to provide continued support of RDS instances
  • Recommend training paths for the ANF-IT Database team.
  • Perform database performance tuning and optimization in the new RDS environment.
  • Ensure data integrity, security, and compliance throughout the migration process.
  • Create detailed documentation of the migration processes, configurations, and best practices.
  • Provide post-migration support and troubleshooting to ensure all databases are running efficiently on AWS RDS.
  • Stay up to date with the latest AWS RDS features, best practices, and industry trends.
  • Perform technical planning, architecture development and modification of specifications for cloud computing environments
  • Develop specifications for new IT cloud computing products and service offerings
  • Assess the compatibility and integration of products/services proposed as standards to ensure an integrated architecture across interdependent technologies.
  • Advise executives to develop functional strategies on matters of significance.
  • Acts as the SME in building cloud products and has a passion to learn.

Preferred Qualifications & Skills:

  • Proven experience in migrating on-premises databases to AWS RDS.
  • Strong knowledge of AWS RDS, including setup, configuration, and maintenance.
  • 7+ years of experience with Oracle, SQL Server, and PostgreSQL databases.
  • Experience with database migration tools and techniques (e.g., AWS Database Migration Service, Schema Conversion Tool).
  • Familiarity with AWS services and infrastructure, including IAM, EC2, S3, VPC, and CloudWatch.
  • Excellent problem-solving skills and attention to detail.
  • Strong communication and interpersonal skills, with the ability to work effectively with cross-functional teams.
  • Certification in AWS (e.g., AWS Certified Database Specialty, AWS Certified Solutions Architect) is a plus.
  • Experience with database performance tuning and optimization.
  • Knowledge of database security best practices.
  • Understanding of data compliance and governance requirements.
  • Ability to script and automate tasks using languages such as Python, Bash, or PowerShell.
  • Experience using source control (Git) for managing database schemas and scripts
  • Knowledge of IaC (Terraform)
  • Experience using pipelines for deploying database changes

An external candidate recommended for a position with the Executive Office for Administration and Finance IT will be subject to a background check that includes checks for: state and federal tax compliance; child support compliance; education verification; Massachusetts CORI checks; criminal background checks in state(s) of current and previous residence/employment; validation of eligibility to work in the United States; and national fingerprint-based criminal background checks.

Minimum Entrance Requirements:

Applicants must have (A) at least two (2) years of full-time or equivalent part-time professional or practical experience in the field of information technology architecture and engineering, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. An Associate's degree in a related field may substitute for one (1) year of the required experience.

II. A Bachelor's degree or higher in a related field may substitute for the required experience .
