Job Description

MassAbility seeks a leader to join as the Director of the Moving Forward Program. As the Director of the Moving Forward Program, your role is pivotal in ensuring the program's overall impact. You will be responsible for managing the Acquired Brain Injury Non-Residential Habilitation (ABI-N), Moving Forward Plan Community Living (MFP-CL) waiver program, and Money follows the Person Demonstration Grant. Your leadership will be instrumental in supporting individuals in skilled nursing facilities or rehabilitation hospitals to transition to the community and engage in community life. You will provide direction to the MassAbility Moving Forward Program team and collaborate with other partners in the MassHealth-funded Waiver programs to ensure seamless operation for the benefit of participants.

As the Director of the Moving Forward Program, your role is pivotal in fostering collaboration. You will work closely with other leaders and managers of the Moving Forward Program team, including the Director of Moving Forward Program Operations, the Transitional Assistance Coordinator, the Adaptive Assistance Coordinator, and administrative staff. This collaborative approach is not just beneficial, but essential to ensure the smooth and effective operation of the entire team. Your engagement with other MassAbility Departments, such as Legal, Fiscal, AQA, and Learning & Community Engagement, will be crucial in addressing program operation needs that could impact the quality of services provided to waiver participants.

Finally, the Director of the Moving Forward Program will be a leader in promoting MassAbilitys learning and participatory performance culture with an emphasis on high-performance teams, individual performance/contribution/ impact, and engagement in activities to promote and support a program/division/agency (e.g., committee membership, Roadmap workgroup membership, presenting at Town Halls, achieving learning and performance goals). Duties & Responsibilities (the following represent a general summary and are not all-inclusive):

• Ensure that the MFP Services Team operates smoothly and efficiently and provides effective and professional services to Waiver participants.

• Collaborate with the Assistant Director of the Moving Forward Program and the Regional MFP Managers to ensure services are provided consistently across teams, services are readily available to pending participants, home and vehicle modifications are consistently provided to eligible consumers, and we are recruiting new Transitional Assistance and Housing Search Entity providers.

• Commit to the timely transition of program participants in the community by partnering and collaborating with all staff to ensure that these transitions occur in a timely manner.

• Work with MassHealth and other parties to ensure the waivers' smooth operation overall and compliance with the MassHealth ISA.

• Partner with the fiscal department to ensure that the program operates fiscally sound, with funds utilized effectively, billing processed efficiently and timely, and funds requested or returned as appropriate.

• Work with other MassAbility programs for the benefit of all consumers and the community at large.

Preferred Qualifications:

• A minimum of six (6) years of full-time experience in managing a human services program or long-term community service/support program, including supervision of case management staff.

• Knowledge of Medicaid community long-term services and support programs, state-funded disability programs and services, and direct experience implementing waiver services, with specific expertise working under HCBS waiver requirements.

• Ability to analyze and utilize data effectively for program improvement with the ability to interpret and apply regulations, policies, and procedures.

• Previous experience with conflict resolution, negotiation, and problem-solving.

• Experience with principles, practices, and techniques of case management and service coordination and with the development of database systems

• Prior experience supporting individuals transitioning from facilities to independent community settings by implementing person-centered, independent living, and community living service plans to ensure individual support plans representing identified needs, interests, and preferences.

• Demonstrated ability to effectively communicate program information and philosophy to others and support others in learning this skill.

• Excellent written and oral communication skills and ability to write concisely, express thoughts clearly, and develop ideas in a logical sequence.

• Ability to collaborate with and facilitate communication with staff.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
