Job Description

The Executive Office of Health and Human Services (EOHHS) is seeking a dynamic and proactive accounting professional to serve as the MassHealth Accounts Receivable Specialist. The selected candidate supports the MassHealth Accounts Receivable Team within the EOHHS Accounting Unit and works closely with program staff, co-workers, vendors and management. The specialist will process remote bank deposits along with the occasional in-person deposit to EOHHS bank accounts, track lockbox and other deposits to the designated EOHHS bank accounts, process various accounting transactions in the Massachusetts Management and Reporting System (MMARS) and is responsible for the allocation of funds to the correct revenue accounts in MMARS. The Specialist provides support to accounting staff and assists with special projects within the Accounting Unit and will be required to maintain accurate and up to date process documentation for the assigned primary and secondary duties. The MassHealth Accounts Receivable Specialist is expected to possess excellent skills with Microsoft Office (Access, Excel, Word, and Outlook) in order to provide routine and ad-hoc reports to the programs and create and maintain Computer Information Warehouse (CIW) queries and databases.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Review and prepare checks received by EOHHS for deposit
  • Monitor designated EOHHS bank accounts via the online banking system
  • Maintain banking lockboxes, deposits, banking spreadsheets and tracking logs
  • Reconcile month end bank statements for designated EOHHS bank accounts
  • Review, enter and/or submit financial documents in MMARS including Cash Receipts (CRs), Expenditure Refunds (ERs), Refunds (RF1s) and other MMARS transactions as needed
  • Responsible for weekly, monthly, quarterly, and yearly financial reporting
  • Provide back up to the MassHealth Accounts Receivable team as needed

Preferred Qualifications:

  • Ability to demonstrate a strong work ethic and personal accountability.
  • Proven ability to work under tight deadlines and handle pressure, possessing a strong sense of urgency and agility.
  • Proficiency, or an understanding of Microsoft Access
  • Skilled in reading and interpreting financial reports, accounts, and ledgers; proficiency in calculating, balancing and compiling figures.
  • Ability to utilize research methods and procedures to resolve problems
  • General understanding of accounting principles and practices applied to Generally Accepted Accounting Principles (GAAP), Generally Accepted Government Auditing Standards (GAGAS), and Generally Accepted Auditing Standards (GAAS).
  • Familiarity of state and federal laws, rules, and regulations governing expenditures of state and federal funds.
  • Capacity to establish and maintain effective working relationships with agency officials, staff associates, other employees, and vendors.
  • Experience with state fiscal systems such as Massachusetts Management Accounting and Reporting System (MMARS) a plus.

Required Qualifications:

  • Knowledge of principles and practices of accounting.
  • Demonstrated ability to express concepts and ideas orally and in writing.
  • Talent for preparing general reports and spreadsheets.
  • Capacity to multi-task, meet deadlines, and work with minimal or no supervision.
  • Proficiency with computers and software programs related to position including Microsoft Office (Excel, Word, and Outlook).
  • Ability to exercise discretion and work with confidential and sensitive information.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full-time, or equivalent part-time, professional experience in accounting or auditing, of which at least (B) one year must have been in a supervisory, administrative or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. An Associate's degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.

II. A Bachelor's degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience.


III. A Graduate degree with a major in accounting, business administration or business management may be substituted for the required experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
