Job Description

Position Summary

The Manager of Transit Projects and Analysis develops, manages, and implements a broad array of initiatives for the Rail and Transit Division of MassDOT (RTD), including the implementation and adoption of legislatively mandated MOUs with the 15 Regional Transit Authorities, the administration of all analysis of transit data, and the administration of the Division's internship program. Areas of focus include but are not limited to rural transportation programs, transit analysis, policy development and innovation projects.

Since the final report on the Task Force on Regional Transit Performance and Funding was finalized and adopted in 2019, a host of new functions resulted for RTD, including a greater focus on (a) the provision of technical assistance to the fifteen Regional Transit Authorities (RTAs) and (b) tracking and analyzing data on RTA performance levels and trends. The Manager of Transit Programs and Analysis is tasked with ensuring that these responsibilities are achieved and for overseeing the implementation of the recommendations of the Task Force.

Duties and Responsibilities

  • Manages and oversees the work completed by the Transit Analyst(s) and various staffing vendor contracts
  • Administers the Transit Unit's internship program, including the hiring process and the day-to-day management of successful interns.
  • Manages and oversees the RTA Performance Management Program.
  • Oversees the implementation and adoption of the legislatively mandated MOUs for RTAs.
  • Manages and oversees the collection and analysis of performance data and other required submissions and initiatives as identified by the MOUs.
  • Manages and oversees the as needed maintenance and quarterly update of the RTA Performance Dashboard conducted by the Transit Analyst.
  • Executes the legislatively mandated annual report on RTA performance.
  • Manages and supervises work related to Section 5311 Operating Assistance Program. Tasks include:
    • Coordinates with the Finance Manager on providing operating assistance to 5311 subrecipients, including review and approval of operating invoices.
    • Completes federally mandated reporting requirements, including completing the MassDOT annual report to the National Transit Database (NTD).
    • Coordinates and manages the application for and execution of any federal discretionary grants received on behalf of 5311 subrecipients.
      Assists in completing federal applications with the FTA grants management system (TrAMS), including federal discretionary grants.
    • Supervises and maintains program compliance with any new federal funding received through the Section 5311 program, such as funding related to the COVID-19 pandemic.
  • Manages and supervises work related to Section 5311(f) Rural Intercity Bus Program. Tasks include:
    • Oversees the Section 5311(f) Rural Intercity Bus Program application process based on the most recent regional bus evaluation.
    • Implements the bi-annual application and award process, as well as the evaluation of all grant applications.
    • Develops and implements standards to be used in program monitoring and evaluation.
    • Coordinates with the Finance Manager on providing operating assistance to 5311(f) awardees, including review and approval of operating invoices.
    • Develops and implements procedures for program compliance with FTA regulation and MassDOT service priorities.
    • Periodic assessment of the unmet need for regional intercity bus services.
  • Manages and supervises all work related to The Massachusetts Regional Transportation Technical Assistance Program (MArtap), including:
    • Manages the vendor contract for the MArtap Driver Training program. Management of this contract includes oversight of the scheduling of all training sessions, budgeting, and evaluations of vendor performance.
    • Oversees the MArtap Coordinator (Transit Analyst), who manages the day-to-day operation of the MArtap program, including correspondence and phone inquiries.
  • Organizes and coordinates the legislatively mandated RTA Council, which meets on a quarterly basis and is hosted by RTD on behalf of the Secretary of Transportation. Oversees the development of meeting materials and event plans, the execution of the run of show for in-person or virtual meetings, and the coordination with guest speakers/panelists.
  • Manages and coordinates the yearly annual review process with the RTAs, known as Program Preview.

Preferred Qualifications

  • Full range of strong analytical and problem-solving skills, including both the ability to collect, compile, and evaluate qualitative and quantitative data and to effectively express these ideas through verbal or written communication.
  • Exceptional writing and communication skills and experience in working with large stakeholder groups. Must be a team player.
  • Demonstrated history of project management skills, including the ability to supervise teams of disparate workers, meet project goals, and maximize efficiency of resource use.
  • Highly organized with ability to manage time and resources, and capable of handling multiple projects simultaneously.
  • Proficient in the Microsoft Office Suite, particularly Excel.
  • Familiar with basic tenets of transit planning and operations.
  • Proficiency in GIS and PowerBI strongly preferred.
