Tewksbury Hospital, part of the Massachusetts Department of Public Health (DPH), is seeking a dynamic and strategic Manager of External Programs to oversee facility-related communications, regulatory compliance, and large-scale project management for external vendor programs. This role plays an essential part in fostering a culture of collaboration, safety, and continuous improvement to enhance the hospital environment for patients, staff, and partners. Working closely with the Director of Facilities Management, this leader will ensure compliance with regulatory standards, manage capital projects, and oversee operations related to water systems, engineering, and grounds maintenance.
In this highly visible role, the Manager of External Programs will serve as a key liaison between hospital leadership, external vendors, and state agencies to drive efficiency, resource conservation, and facility safety. Responsibilities will include overseeing contract negotiations, maintaining compliance with Joint Commission regulations, and ensuring all infrastructure initiatives align with the hospital's mission of providing a safe and functional environment for care. Please Note: This is a full-time position working 37.5 hours per week. Saturday and Sunday off.
Duties and Responsibilities (these duties are a general summary and not all inclusive):
• Oversee facility-related communications with external vendor programs to ensure compliance, efficiency, and continuous improvement in patient care services.
• Manage capital projects, regulatory compliance, and Division of Capital Asset Management and Maintenance (DCAMM) project oversight, ensuring adherence to state and federal regulations.
• Supervise engineering, water treatment, and grounds maintenance operations, promoting efficiency, safety, and resource conservation.
• Conduct and analyze quarterly inspection tours to maintain compliance with sanitation, building codes, and Joint Commission standards.
• Develop, implement, and monitor standard operating procedures, records management, and preventative maintenance plans for facility operations.
• Ensure compliance with Design and Construction Laws when initiating projects, including adherence to bidding requirements.
• Audit state contracts, vendor agreements, and billing processes for accuracy and compliance with DCAMM Interdepartmental Service Agreement requirements.
• Coordinate cross-agency collaborations for renovations, capital projects, and emergency planning initiatives, prioritizing patient safety.
• Lead facility-specific Joint Commission accreditation efforts, ensuring compliance with Environment of Care, Life Safety, and Emergency Preparedness standards.
• Supervise and evaluate direct reports, fostering a high-performance team culture within the water, engineering, grounds, and external project coordination departments.
Preferred Qualifications:
• At least five years of construction project management experience in a hospital or healthcare facility setting.
• Massachusetts Construction Supervisor License, Massachusetts Certified Public Purchasing Official (MCPPO) designation, with preference for plumbing, electrical, or HVAC licensure.
• Extensive knowledge of DCAMM principles, including Interdepartmental Service Agreements (ISA), public contracting, design and construction, and Commonwealth procurement laws.
• Expertise in industrial and occupational safety, industrial hygiene, and National Fire Protection Association (NFPA) codes and standards.
• In-depth understanding of Joint Commission and Centers and Medicare & Medicaid Services (CMS) survey processes, regulations, and inspections.
• Strong project management experience in construction, with a preference for healthcare facility projects and large-scale initiatives.
• Exceptional verbal and written communication skills to effectively collaborate with vendors, staff, and stakeholders.
• Strong analytical and critical thinking skills to assess challenges, negotiate contracts, and implement effective solutions.
• Ability to manage multiple projects, facilitate meetings, and build consensus among diverse stakeholders.
• Proficiency in Microsoft Office applications, including Excel, Word, Outlook, PowerPoint, OneDrive, Planner, and Teams.

About Tewksbury Hospital:
Tewksbury Hospital operates a 375-bed facility and a campus of over 700 acres of land. Its patient care services are provided under the auspices of the Department of Public Health and Mental Health. The Chief Executive Officer (CEO) is responsible for the administration of a Joint Commission accredited LTAC hospital that provides high quality, comprehensive treatment, care, and comfort to adults with chronic medical and mental illness. A full range of services are provided including 24/7 Nursing, Nurse Practitioners, Medicine as well as psychiatric and psychological services, a 6-chair dialysis suite, clinical laboratory, radiology, respiratory care, nutrition, speech/language, pathology, occupational therapy, physical therapy, therapeutic recreation and arts, and pharmacy. Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
