Are you passionate about shaping public policy and enhancing government operations? Join our dynamic team as a Legal Counsel. As a key member of our legal team, you'll dive into a variety of matters, from contract negotiation to public records requests to legal research and policy analysis. You'll provide invaluable guidance to procurement teams and executive agencies, navigate regulations and legislation, and receive mentorship from senior attorneys.

Applicants must have a license to practice law in the Commonwealth of Massachusetts in good standing.

Key Responsibilities

  • Assist staff with negotiation and development of bids and contracts across a wide range of goods and services, including information technology, professional services, and other contract categories
  • Provide legal advice to procurement teams managing statewide contracts and other units
  • Interpret and enforce existing contract terms, including proposed corrective action measures for statewide contract vendors
  • Communicate with internal and external stakeholders, including executive departments, municipalities, and vendors
  • Draft, analyze and make recommendations concerning proposed legislation, regulations, and policies
  • Serving as the agency's Records Access Officer (RAO), respond to public records requests, subpoenas, and other requests for information, ensuring compliance with applicable legal requirements
  • Research and draft policies, memoranda, and other legal documents
  • Provide litigation support to represent OSD in judicial, administrative, or other proceedings as needed
  • Perform such other duties as assigned by the General Counsel and Deputy General Counsel

Requirements

  • Strong written and verbal communication skills, with the ability to draft contracts and prepare detailed memos, reports, plans, and other correspondence and documents and the ability to interact and negotiate with various stakeholders
  • Exceptional attention to detail with the ability to identify legal issues, resolve complex issues, and work effectively and collaboratively in a fast-paced environment
  • Strong legal research, analytical, and problem-solving skills
  • Ability to understand, interpret, and explain the laws, rules, regulations, policies and procedures governing public procurement activities
  • Excellent time management skills, ability to work independently and meet deadlines
  • Public procurement or contract management experience, or experience in a government, compliance, or legal environment is a plus
  • Proficiency with Microsoft Office 365 tools, including Teams, Outlook, Excel, Word, and PowerPoint, as well as Westlaw and other legal research tools, databases, applications, and other organizational and presentation software and programs


Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have a Juris Doctor (JD) degree, admission to the Massachusetts Bar and some experience in legal research, legal writing, and legal procedures and processes.

Incumbents may be required to have a current and valid Motor Vehicle Drivers License at a Class level specific to assignment.
