Position Summary

The Executive Office of Public Safety and Security (EOPSS) is responsible for the policy development and budgetary oversight of its secretariat agencies, independent divisions and programs, and several boards which aid in crime prevention, homeland security preparedness, and ensuring the safety of residents and visitors in the Commonwealth. In addition, EOPSS maintains Massachusetts' link with national public safety bodies, such as the FBI and the International Justice and Public Safety Network. EOPSS provides oversight and development for the Commonwealth's agencies, boards, and commissions.

EOPSS is seeking to hire an IT Project Manager to join the EOPSS Technology Office and oversee the planning, execution, and delivery of technology-driven projects. The preferred candidate will have a strong combination of technical expertise and project management skills, with an ability to communicate complex technical concepts to both technical and non-technical stakeholders, and who is highly motivated, responsible and a detail-oriented team player.

The IT Project Manager will be responsible for ensuring that projects are delivered on time, within budget, and meet the desired business outcomes. The incumbent will also collaborate with business stakeholders, application development teams, and agency heads from multiple EOPSS agencies.

The primary work location for this role will be Middleboro, Massachusetts. This position will follow a hybrid model of reporting that combines in-office workdays and work from home days. This position is expected to perform occasional after-hours support as authorized and required.

Duties and Responsibilities:

• Project Planning & Execution: Lead the end-to-end planning and execution of technical projects, from scope definition and requirements gathering to delivery and post-launch support. Develop comprehensive project plans, including timelines, milestones, resource allocation and budgets.

• Team Leadership: Coordinate and guide cross-functional teams, including developers, designers, QA engineers, and other stakeholders, ensuring clear communication and collaboration throughout the project lifecycle.

• Stakeholder Management: Act as the main point of contact for project stakeholders, including business owners, vendors, and senior leadership, providing regular updates on project status, risks, and deliverables. Manage expectations and address changes or issues promptly.

• Risk & Issue Management: Proactively identify project risks, dependencies, and issues, and work to mitigate or resolve them to avoid delays or project failure. Ensure projects adhere to enterprise security, compliance and quality standards.

• Technical Oversight: Provide guidance on technical aspects of projects, ensuring feasibility and alignment with enterprise strategy.

• Process Improvement: Identify and implement process improvements to enhance project delivery and team efficiency. Maintain documentation, including project plans, reports and lessons learned.

• Change Management: Works with Agencies to identify the scope of Change Management (business/operations) and how change management is incorporated into the project methodology.

• Methodology: Ensure adherence to agile, waterfall or hybrid project management methodologies as required.

• Quality Assurance: Ensure that the technical solutions meet quality standards and customer expectations, conducting regular reviews and ensuring adherence to best practices.

• Budget & Resource Management: Manage project budgets and resources, optimizing for efficiency and minimizing waste.

• Post-Project Evaluation: Conduct post-mortems and retrospectives to analyze project outcomes, gather insights, and apply lessons learned to future projects.

• Other duties as assigned.

Preferred Knowledge, Skills, and Abilities:

• Technical Expertise: Solid understanding of software development processes, technical architecture, and relevant technologies (e.g., cloud platforms, databases, APIs, etc.).

• Project Management Skills: Proven experience managing projects using agile methodologies (Scrum, Kanban, etc.) and tools (ServiceNow, Microsoft Project, Jira, Trello, etc.).

• Leadership: Strong leadership skills with the ability to motivate and manage cross-functional teams.

• Communication Skills: Excellent verbal and written communication skills, with the ability to explain complex technical concepts to non- technical stakeholders.

• Problem-Solving: Strong analytical and problem-solving skills, with a focus on driving solutions in complex technical environments.

• Change Management: Extensive business analysis and change management experience with large and complex software and business process implementations particularly with enterprise applications.

• Certifications (Preferred): PMP, Scrum Master, or other relevant certifications are a plus.

• Familiarity with application security best practices and vulnerability remediation.

• Experience managing EOL software and application migrations.

• Knowledge of ServiceNow ticketing system.

Preferred Education and Experience:

• Bachelor's degree in Computer Science, Engineering, Information Technology, or a related field (or equivalent practical experience).

• 5+ years of experience in technical project management, preferably in application development or software projects.

• PMP or equivalent certification.

• Professional experience in the safety and security domain.

Qualifications

Minimum Entrance Requirements:

Applicants must have (A) at least three (3) years of full-time or equivalent part-time professional or practical experience in the field of information technology project management, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. An Associate's degree in a related field may substitute for one (1) year of the required experience.

II. A Bachelor's degree or higher in a related field may substitute for two (2) years of the required experience.

III. A Master's degree or higher in a related field may substitute for the required experience.
