The Division of Occupational Licensure (DOL), an agency within the Office of Consumer Affairs and Business Regulation (OCABR), protects consumers by making sure the professionals they hire comply with state licensing laws. DOL oversees 26 boards of registration, which license and regulate more than 500,000 individuals and businesses to practice over 100 trades and professions. DOL also licenses and regulates the Office of Public Safety and Inspections (OPSI), and the Office of Private Occupational School Education (OS).

About the Role:
The Investigations Supervisor (Program Coordinator III) is responsible for leading and managing a team of investigators within the Division of Occupational Licensure's Office of Investigations ("OI") who investigate complaints and complete inspections for the Agency's licensing boards, including but not limited to the Board of State Examiners of Electricians, the Board of State Examiners of Plumbers and Gas Fitters, Board of Examiners of Sheet Metal Workers, Board of Certification of Operators of Drinking Water Supply Facilities, Board of Registration in Landscape Architects, Board of Registration of Architects, Board of Registration in Embalming and Funeral Directing, Board of Registration of Veterinary Medicine, Board of Registration of Professional Engineers and Land Surveyors, and Boards and licensed occupations housed within DOL's Office of Public Safety and Inspections ("OPSI"). The Supervisor, working under the supervision of the Assistant Chief of Investigations and the Chief of Investigations, is responsible for ensuring that the Supervisor's assigned team completes all compliance inspections, new shop inspections, and complaint investigations in accordance with internal timeframes established by the Agency and OI priority system.
More specifically, the Investigations Supervisor assists in the scheduling of inspections, ensures the timely completion of those inspections, and reviews all inspection reports for accuracy and completeness. In addition, the Investigations Supervisor reviews and triages all incoming complaints for the Investigations Supervisor's assigned team. This includes assigning complaints to team members, overseeing the timely and accurate completion of related investigations in accordance with OI priority system, and reviewing all complaints and related reports prior to submission to review by OI management and/or the relevant boards of registration. In addition, the Investigations Supervisor is expected to maintain a personal caseload of inspections and complaints.
The Investigations Supervisor, under the supervision of the Assistant Chief of Investigations and the Chief of Investigations, provides on-the-job training for assigned team members on such subjects as administrative procedures, investigative techniques, legal research, and workflow simplification methods. The Investigations Supervisor will hold regular staff meetings to discuss policy or procedural matters, encourage information sharing within the team, collaborate on strategic initiatives, complete personnel evaluations, and implement progressive discipline as needed. The Investigations Supervisor holds bi-weekly one-on-one meetings with each team member to discuss trends, needs, and current workflow assignments.
The Investigations Supervisor's team, including its staff members and/or boards assigned to it, may be changed or re-assigned at any time, based on the operational needs of the Agency and/or OI.
Duties and Responsibilities: (these duties are a general summary and not all inclusive)
- Lead and manage a team of Compliance Officers/Investigators within the Office of Investigation in the execution of their daily responsibilities. Specifically, the Investigations Supervisor is responsible for managing the Compliance Officers assigned to the team, and ensuring that they have sufficient work assignments, including field inspections, new business operating inspections, and consumer complaint investigations.
- Ensure investigations and inspections are assigned to team members in an equal and fair manner.
- Investigate complaints on behalf of assigned boards of registration within the Agency's prescribed timeline for violations of laws and regulations for professions licensed by DOL and the OPSI. Specific investigatory responsibilities may include, but are not limited to: conducting interviews; obtaining documentation and physical evidence; record reviews;evaluations; and summary writing.
- As assigned, conduct regular on-site visits to licensed and unlicensed establishments to verify compliance with all governing laws, rules and regulations, or to investigate complaints.
- At the direction of the Assistant Chief of Investigations and/or the Chief of Investigations, collaborate with other law enforcement entities, including federal and state agencies, on joint investigations. Special focus and priority should be given to those investigations involving allegations of human trafficking, as they relate to professions licensed by DOL and OPSI. These cases will be handled with a multidisciplinary and victim focused approach, under the direct guidance of the Assistant Chief of Investigations and/or the Chief of Investigations.
- In consultation with and under the supervision of the Assistant Chief of Investigations and/or the Chief of Investigations, maintain liaisons with various private, local, state, and federal agencies and others, in order to exchange information and/or to resolve problems.
- As requested by the Assistant Chief of Investigations, Chief of Investigations, an Executive Director/Associate Executive Director, or a DOL senior manager, attend board meetings for assigned boards to present investigative findings resulting from complaints or inspections.
- As requested by the Office of Prosecutions, testify as a witness at adjudicatory hearings.
- Regularly review cases assigned to the investigative team to ensure investigations are completed within the Agency's prescribed timeframe according to the OI priority system.
- Perform related duties such as maintaining investigation and inspection records, preparing correspondence, conducting data entry into Agency databases, training team members, and attending meetings or professional trainings, as requested by the Assistant Chief of Investigations or the Chief of Investigations of Investigations or the Chief of Investigations.
- Provide technical assistance and advice to Agency personnel and others concerning assigned programs in order to exchange information, resolve problems and ensure compliance with established policies, procedures, and standards.
- Respond to inquiries from Agency staff and others in order to provide information concerning assigned Agency programs.
- Review data and team performance to develop and implement standards to be used in program monitoring and/or evaluation.
Preferred Knowledge, Skills, and Abilities:
- Must possess an active Massachusetts or reciprocal State driver's license in good standing, and access to an automobile. Ability to travel throughout the Commonwealth.
- Preferred candidate will be well versed and have experience in relevant trades or professions licensed by DOL and OPSI.
- Candidate should also have a familiarity with administrative law and procedure, as well as a thorough knowledge and understanding of investigative and inspection procedures.
- Experience and knowledge in trauma informed investigative techniques.
- Experience in the practice, investigation, and/or enforcement of the rules and regulations of licensed professions.
- Experience working with law enforcement on investigations.
- Experience identifying signs of human trafficking or supporting victims and familiarity with laws and resources related to combating this practice.
- Ability to establish rapport and work cooperatively with outside agencies.
- Ability to work with a variety of cultures and backgrounds.
- Excellent written communication skills.
- Ability to travel throughout the Commonwealth.
- Ability to exercise sound judgment.
- Ability to be professional and communicate effectively with others.
- Ability to handle highly sensitive and confidential information with discretion.
- Demonstrated ability to work independently and meet deadlines.
- Knowledge, experience and ability to supervise staff, including: conducting periodic reviews and/or evaluations, ensuring day to responsibilities are conducted as planned, determining training needs and arranging such training, motivating staff to work effectively and determining the need for disciplinary action.

SALARY PLACEMENT IS DETERMINED BY YEARS OF EXPERIENCE AND EDUCATION DIRECTLY RELATED TO THE POSITION AND THE HUMAN RESOURCES DIVISION'S RECRUITING GUIDELINES. IN THE CASE OF A PROMOTIONAL OPPORTUNITY, THE SALARY PROVISIONS OF THE APPLICABLE COLLECTIVE BARGAINING AGREEMENT WILL APPLY TO (OR WILL BE UTILIZED FOR) PLACEMENT WITHIN THE SALARY RANGE.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.
II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.
III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.
Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: No substitutions will be permitted for the required (B) experience.
