Intelligence Analyst I

Job Description

Duties:

Collect raw information for analysis to disseminate actionable investigative intelligence to support ongoing criminal cases. Create and maintain up to date computer databases and files on incarcerated individuals tracked by the Central Intelligence Unit. Enter, modify, update, and retrieve data in computer applications. Upload documents and case files into an electronic file system. Monitor databases to ensure compliance with established procedures and applicable regulations and laws. Assist in compiling and analyzing criminal and intelligence data to locate and identify patterns and trends of crimes, criminals, and criminal organizations tracked by the CIU. Assist in the preparation of comprehensive case files of researched data to accurately reflect the information collected and analyzed over the course of an investigation. Create link charts and other visual displays to aid in the investigative process. Review and produce Security Threat Group daily and weekly intelligence reports and monthly facility climate reports. Assemble statistical data as assigned. Generate complex qualitative and quantitative reposts and other appropriate intelligence products to support law enforcement operations and criminal investigations. Establish a network of internal and external sources and contacts in identifying criminal trends and conducting intelligence analysis. Act as a liaison to outside law enforcement agencies and attend local and regional meetings to exchange information pertaining to criminal activity. Provide testimony in various legal proceedings and forums relative to prosecutions criminal investigations. Complete mandatory 16 hours of training per year. Attend all mandatory meetings as required. Complete assignments in a clear and concise manner. Participate in all assigned tasks. Maintain professional relationships with departmental staff as well as state and local employees. Perform other duties as assigned. Abide by the Rules and Regulations of the Department of Correction and have knowledge of the 103 DOC 514, Security Threat Group Management policy. Performs other duties as assigned.

Preferred Qualifications:

Ability to analyze information, provide judgments and make recommendations to support decision makers to take action to mitigate all threats. Working knowledge of analytical charting methods. Ability to analyze data, develop and deliver presentations, write reports, research, and work independently, think objectively, have good interpersonal skills, and exhibit sound and accurate judgment. Strong analytic reasoning, critical thinking, and problem-solving skills. Strong communication skills. Ability to understand and follow instructions precisely. Knowledge of word processing programs (i.e., Microsoft Word, Power Point, Excel, Access, and Publisher). Knowledge of DOC Databases. Ability to exercise discretion in handling confidential information and sound judgment.

Comments:

This is a Civil Service position. Please note that salaries for union positions are determined according to the provisions of the respective collective bargaining agreement. Applicants must have no felony convictions, to include any actions defined in 5 U.S.C. 301; U.S.C. 509, 510; 42 U.S.C. 15601-15609. The Massachusetts Department of Correction shall not hire anyone who may have direct contact with offenders, who has engaged in sexual abuse in a prison or other institution as defined in 42 U.S.C. 1997; or has been convicted of engaging or attempting to engage in sexual activity in the community facilitated by force, overt or implied threats of force or coercion, or if the victim did not consent or was unable to consent or refuse, or has been civilly or administratively adjudicated to have engaged in the activity described in the above paragraph. The agency shall consider any incidents of sexual harassment in determining whether to hire anyone who may have contact with offenders or residents. The DOC urges bi-lingual applicants to apply.

Qualifications

First consideration will be given to those applicants that apply within the first 14 days.

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have (A) at least two years of full-time or equivalent part-time professional experience in work for which analysis, research, investigation or communications was the primary responsibility, which may include service in the Military Occupational Specialty (MOS) of Intelligence Specialist or a similar MOS, and (B) a Bachelor's degree or higher in a social science or liberal arts discipline, or (C) an equivalent combination of the required experience and the substitutions below.

Applicants must be able to obtain a Secret-level security clearance.

Candidates are required to have a current and valid motor vehicle operator's license at a class level specific to assignment.

Substitutions:

I. A post-undergraduate certificate in crime analysis, intelligence research or a similar area of study may be substituted for one year of the required (A) experience.

II. A Master's degree in criminal justice or a related social science discipline may be substituted for one year of the (A) required experience.

III. A Master's degree in criminal justice or a related social science discipline, plus a post-undergraduate certificate or completed graduate-level fellowship or internship in crime analysis, intelligence research or a similar area of study, may be substituted for all of the required experience.
