AGENCY OVERVIEW

The Massachusetts Peace Officer Standards and Training (POST) Commission is an independent agency that oversees law enforcement departments and officers throughout the Commonwealth. The Commission is charged with the following:

  • Establishing certification standards for law enforcement departments and officers;
  • Determining whether those standards have been met;
  • Developing regulations and policies governing law enforcement;
  • Decertifying, suspending, or ordering retraining for officers who commit misconduct or otherwise fail to satisfy requirements;
  • Maintaining, analyzing, and disseminating information regarding law enforcement; and
  • Conducting investigations, adjudicatory proceedings, and public hearings regarding such matters.

The Commission is governed by, and enforces, Chapter 6E of the Massachusetts General Laws. Pursuant to that statute, the Commission collaborates with the Commonwealth's Municipal Police Training Committee (MPTC) in several areas of its work.

The Commission is looking for a highly motivated individual to join the growing team of the Division of Police Standards ("Division") as an Intake Coordinator. The Division advances the Commission's purpose by diligently investigating allegations of officer misconduct, and advocating for disciplinary outcomes that are fair, consistent, and engender the trust of both the public-at-large and the members of the law enforcement profession. The Intake Coordinator plays a critical role in supporting these efforts.

Please note that pursuant to state law, no employee of the Division of Police Standards shall have previously been employed as a law enforcement officer, previously employed by a law enforcement agency or be a retired law enforcement officer or retired from a law enforcement agency. This provision does not apply to former federal law enforcement officers or former law enforcement officers from jurisdictions outside of Massachusetts.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

The Intake Coordinator will work as part of the Division team, and will be responsible for a wide range of duties. Primary responsibilities will include, but not be limited to, the following:
  1. Accepting complaints and related documents filed with the Commission by members of the general public via the Commission's website, telephone, email, in writing, and/or in person.
  2. Conducting an initial review and triage of newly-filed complaints; and, in cooperation with Division colleagues, determining what initial investigative steps, if any, are appropriate for such complaints.
  3. Communicating with complainants in a manner that is professional, empathetic, and engenders the trust of the complainant, and the public-at-large, that allegations of officer misconduct are taken seriously by the Commission.
  4. Drafting and sending updates to complainants regarding the status and/or disposition of their complaints.
  5. Communicating and working directly with assigned with law enforcement agencies to ensure that agencies submit all required disciplinary records to the Commission; that agencies submit such records in a timely manner; and that such records conform to the requirements of the Commission's enabling statue (Chapter 6E of the General Laws), and the Commission's regulations, guidance, and policies.
  6. Reviewing and analyzing disciplinary records submitted to the Division, including complaints filed by or with an agency, investigative reports, the contents of an agency's investigative file, and other like matters.
  7. Performing assigned tasks, including data entry and data integrity review, in support of the Commision's public disciplinary records database.
  8. Conducting searches of the Commission's internal databases and other systems for information upon request.
  9. Assisting with tasks in furtherance of the Division's obligations under the Massachusetts Public Records Law.
  10. Performing other duties, as assigned.

SALARY RANGE

Salary range: $70,000 - $80,000.

Qualifications

REQUIRED EXPERIENCE AND SKILLS

• Demonstrated commitment to the mission of the POST Commission and/or the law enforcement profession.

• Ability to understand a complex regulatory scheme and regularly apply that scheme to unique fact patterns.

• Strong interpersonal and organizational skills.

• Ability to empathize and build rapport with people from diverse backgrounds.

• Ability to work independently and in a team environment.

• Ability to exercise discretion in handling confidential and sensitive information.

• Ability to work independently, productively, and creatively in a start-up environment.

• A willingness and ability to report to work in the POST Commission's Boston office when called upon to do so.

PREFERRED QUALIFICATIONS

• Proficiency with computers and the MS Office Suite (Outlook, Teams, Word, Excel, and PowerPoint) and willingness to learn state-and Commission-specific systems.

• Fluency in one or more languages in addition to English is not required but will be viewed favorably.
