About the Role:
The Department of Industrial Accidents is looking for a detail-oriented Industrial Accidents Counselor to play a crucial role in assisting injured workers in their journey to return to the workforce. This position focuses on vocational rehabilitation (VR) services and ensures that injured workers receive the appropriate support for a safe and effective return to employment. The ideal candidate will monitor, coordinate, and oversee VR services, working closely with providers to maintain quality assurance and adhering to state and federal standards.
Key Responsibilities:
- Conduct meetings to assess suitability for VR services.
- Oversee and monitor VR services provided by external providers, ensuring adherence to quality guidelines and standards.
- Review and approve rehabilitation plans and ensure timely delivery of services in compliance with Chapter 152, Massachusetts Workers' Compensation Law.
- Maintain comprehensive quality assurance, reporting directly to the Director on various determinations, including lump-sum settlements, compensation adjustments, and trust fund disbursements.
- Liaise with workers, insurers, and VR providers, ensuring all timelines and service protocols are followed, including the timely development of Individualized Written Rehabilitation Plans (IWRP).
- Facilitate team meetings to resolve VR-related disputes, as required.
- Maintain accurate and organized case files, conduct regular case reviews, and prepare statistical reports for the Director.
- Provide technical assistance and consultations to VR providers to enhance service quality.

Essential Qualifications:
- Expertise in Vocational Rehabilitation: Strong understanding of vocational rehabilitation principles, particularly within an insurance framework.
- Medical Analysis Skills: Ability to interpret medical reports and assess their impact on VR plans and work suitability.
- Communication and Interviewing Skills: Proficient in interviewing clients with empathy and confidentiality, effectively extracting relevant information.
- Critical Thinking: Analytical skills to assess information for VR suitability and compliance.
- Attention to Detail: Keen focus on accuracy in documentation, data entry, and report preparation.
- Interpersonal Skills: Experience working with diverse populations, displaying professionalism and integrity in all client interactions.
- Compliance and Quality Control: Ability to oversee and ensure compliance with legal and regulatory standards within VR services.
Preferred Experience and Skills:
- Conflict Resolution: Familiarity with techniques for managing disputes and resolving complaints.
- Federal and State Regulations Knowledge: Understanding of applicable state and federal laws regarding vocational rehabilitation and workers' compensation.
- Technical Skills: Experience with data entry and database management in Oracle systems or equivalent.

Qualifications
First consideration will be given to those applicants that apply within the first 14 days.
Minimum Requirements:
At least four years of full-time, or equivalent part-time, professional experience in social work, social casework, vocational counseling, employment counseling, rehabilitation counseling, or educational counseling
Substitutions:
I. A Bachelors or higher degree in rehabilitation, vocational rehabilitation counseling, education of the physically or emotionally handicapped, education of the multiple handicapped, education of the learning disabled, social work, psychology, human services, or counseling may be substituted for the required experience on the basis of two years of education for one year of experience
II. A Bachelors or higher degree in a major other than rehabilitation, vocational rehabilitation counseling, education of the physically or emotionally handicapped, education of the multiple handicapped, education of the learning disabled, social work, psychology, human services, or counseling may be substituted for a maximum of one year of the required experience on the basis of four years of education for one year of experience
III. A Masters or higher degree in social work, psychology, human services, rehabilitation, vocational rehabilitation counseling, or counseling may be substituted for an additional year of the required experience on the basis of two year of education for one year of experience
Licensure as a Licensed Rehabilitation Counselor by the Board of Registration of Allied Mental Health Professionals or Certification as a Certified Rehabilitation Counselor by the Commission on Rehabilitation Counselor Certification may be substituted for the required experience
One year of education equals 30 semester hours. Education toward a degree will be prorated on the basis of the proportion of the requirements actually completed.
