The Department of State Police is the primary public safety agency in the Commonwealth of Massachusetts. We are seeking a highly driven, organized, and personable Human Resource (HR) Director to lead and oversee the administration and coordination of the core functions of Human Resources. This role involves developing and implementing HR strategies that align with the Department's mission and goals, fostering a positive work culture, and ensuring compliance with Commonwealth rules, regulations, employment laws, and Department policies and procedures.

The Human Resource Director is responsible for developing and executing strategic HR initiatives while overseeing operational HR functions; carries out strategic plans for staffing and human resource allocations, develops human resource objectives, cultivates internal and external key relationships, and collaborates with management within the organization. This opportunity strikes a balance between strategic planning and hands-on execution to build a highly performing, engaged workforce. Duties and Responsibilities:

• Plan, lead, develop, coordinate, and implement policies, processes, training, and initiatives to support the Department's human resource compliance and strategy needs.

• Lead and mentor the Human Resource Department staff that engage in day-to-day activities related to classification, benefits, employment services, performance and talent management, records and training.

• Collaborate with the Division of Administrative Services Programs, to include but not limited to Employee/Labor Relations and Occupational Health services.

• Lead by example to promote teamwork and a culture of inclusiveness, integrity, and innovation.

• Foster and cultivate a supportive, engaging workplace culture and environment, enhancing employee engagement and establish "Open Door Policy" with employees to ensure the atmosphere is one of management involvement.

• Oversee the entire employee lifecycle from recruitment and onboarding through retention and offboarding.

• Collaborate with management to understand the Department's mission and goals related to staffing, recruiting, and retention.

• Provide guidance to managers and supervisors on effective performance coaching and corrective action.

• Utilize HR metrics and analytics to make informed decisions about workforce planning, engagement, and retention strategies.

• Develop policies, procedures, controls and other personnel statistics.

• Oversee preparation and dissemination of HR reports and data as requested to ensure that Personally Identifiable Information (PII) is protected.

• Monitor and ensure the Department's compliance with federal, state, and local employment laws and regulations, and recommend best practices; review and modify policies and practices to maintain compliance.

Preferred Qualifications:

• Excellent leadership, communication, and problem-solving skills

• Proficiency in working both independently and as part of a team

• Strong supervisory and leadership skills

• Ability to establish and maintain professional and harmonious working relationships, strong oral and written communication skills as well as strong organizational skills

• Ability to manage and supervise staff and create an environment for learning and growth

• Proficiency with the Commonwealth systems, such as Human Resource and Compensation Management System (HR/CMS), Commonwealth Information Warehouse, MassCareers, etc.

• Advance knowledge of Microsoft Office with a strong emphasis on Word, Excel, Access, and Outlook

• Ability to proactively identify solutions for process improvements and ability to implement effective solutions

• Knowledge and understanding of Federal and State laws, rules, policies, regulations, guidelines and procedures that apply to employment and employment management.

• Ability to work under pressure and manage projects with a high degree of confidentiality and accuracy

• Capacity to maintain accurate records and exercise discretion in handling confidential information

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
