I. PURPOSE OF THE JOB:
The HR Team Leader, Talent Acquisition is responsible for leading and managing an HR team, overseeing the daily talent acquisition and retention activities, and ensuring effective internal and external communications. The primary purpose of the position is to provide professional Human Resources support to managers and employees in the areas of recruitment, staffing, classification, compensation, onboarding/offboarding and other related activities, as well as to support the business needs of the Treasury by engaging, motivating and retaining a talented and motivated workforce. The HR Team Lead will assist the HR Operations Manager with a variety of HR projects and strategic talent initiatives.
II. ESSENTIAL FUNCTIONS:
- Serves as the primary point of contact and resource for human resources related initiatives, programs, and issues in one or more particular HR areas: Talent Acquisition, Onboarding & Employment Life Cycle.
- Lead and Supervise Talent Acquisition Team; providing direction and support; and managing the team's effectiveness in meeting their performance goals.
- Manage full-cycle recruitment, including developing competitive recruitment strategies, overseeing job postings, candidate screenings, and interview processes.
- Drive initiatives to improve organizational effectiveness, including leadership development and succession planning.
- Provide oversight in the creation and implementation of a comprehensive onboarding experience and offboarding processes to ensure smooth transitions for all employees.
- Design and implement talent acquisition, employment branding and retention strategies.
- Develop proposals to improve candidate experience and the recruitment process.
- Identify talent acquisition and retention needs across the Treasury through surveys, feedback and other performance data.
- Work with the HR Operations Manager and Chief of HR to evaluate effectiveness of talent acquisition and retention initiatives and make improvements based on feedback and outcomes.
- Recommend new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.
- Analyze trends and metrics in partnership with HR team to develop solutions, programs, and policies.
- Implement, conduct, facilitate, and/or analyze results of employee retention initiatives such as stay interviews and career development meetings.
- Provides coaching, counseling and interpretation of policies to management at the direction of the HR Operations Manager.
- Participate in the coordination of employee programs and events sponsored by the Human Resources Department.
- Provide coaching, counseling, and interpretation of related policies at the direction of the HR Operations Managers or Chief of HR.
III. OTHER COMMON DUTIES AND RESPONSIBILITIES:
- Serve as a project lead for special HR initiatives, driving improvements in HR services, systems, and processes.
- Respond to employee and management inquiries, offering guidance and solutions to HR-related issues.
- Prepare and present data-driven reports on HR metrics to internal and external stakeholders.
- Maintains confidentiality of employee's files/data both electronic and paper at all times.
- Maintains confidentiality of information gained from conversations or by other means that relates to employees.
- Complies with all regulations, laws and statutes governing the employee-employer relationship. Possesses working knowledge of policies in order to perform job within the law. Keeps abreast of regulation and changes.
- Assists HR Operations Manager with research and drafting of HR policies.
- Fosters an equitable, diverse, and inclusive culture across all units within the Treasury.
- Assist in other areas of human resources as needed.
- Perform related work as required.

- Knowledge and experience with Microsoft Office and internet-based research. Laws, rules and regulations governing agency operations.
- Knowledge of policies, procedures, specifications, standards and guidelines governing unit activities and agency operations.
- Knowledge of applicable state and federal laws.
- Interpersonal skills necessary to develop and maintain effective and appropriate working relationships.
- Performing a variety of duties, often changing from one task to another of a different nature.
- Performing basic mathematical functions such as addition, subtraction, multiplication, division, percentages, and ratio.
VI. EDUCATION AND EXPERIENCE:
- Bachelor's degree from an accredited college or university preferred; A graduate degree may be substituted for two (2) years of experience.
- Five (5) years of related work experience in Human resources, business administration or business management
Physical Requirements:
- Ability to lift up to 10lbs

Hybrid Work Environment:
All new hires at the Office of the State Treasurer and Receiver General (Treasury) will go through an In-Office Orientation Period consisting of a combination of virtual, in-person and on-the-job training so as to assimilate you to the Treasury's culture and work environment. Following the initial In-Office Orientation Period a gradual transition to hybrid work will take place over the first 3-8 weeks of employment.
The hybrid work environment will consist of a minimum of two (2) days in the office each week, with one of these days being either a Monday or a Friday. Hybrid work arrangement is based on business needs of the department. There will be an additional (1) day in the office per month for a mandatory in person department meeting.
