Job Description

The Health Care Analyst role presents a great career opportunity to join the Group Insurance Commission's Healthcare Analytics team. The Analyst will provide analytical support and lead analyses related to GIC health plan performance, both across carriers and in relation to the Massachusetts market. S/he will work with GIC Health Care Analytics team on projects that will draw upon the GIC's health claims data warehouse, containing 10 years of GIC's historical health claims, as well as data from other sources such as the Center for Health Information and Analysis's Total Medical Expense (TME), Massachusetts All Payer Claims Database, and other relevant data sets from the GIC's sister agencies. Within the context of the GIC's goals, the Analyst will be expected to survey the data set available on a state and federal level, review the quality of the data, and make recommendations on whether or not to incorporate data into the GIC's data warehouse. The Analyst will also work across teams to support colleagues on health plan analytics, policy development, and reporting.

The successful candidate will have training and experience in data management and analysis using health claims data, as well as familiarity with Massachusetts health policy and the primary stakeholders involved in policymaking.

Responsibilities

  • Data Analysis - explore, clean, standardize, structure, and analyze data including claims, enrollment, and provider data


  • Reporting - interpret and contextualize trends, visualize data, and communicate findings to a variety of audiences including executive team members and the Commission


  • Data request fulfillment - gather technical requirements and fulfill scheduled and ad hoc data requests


  • Data quality - monitor and report on the quality of the source data and verify accuracy and completeness of data enhancements


  • Process improvement and documentation - approach processes with a critical eye for improvement and ensure processes are repeatable by thoroughly documenting code and analytic outputs

Qualifications

  • At least one year of experience in the health services research or public health sectors working in research and analysis


  • Experience analyzing medical, pharmacy, and/or dental claims


  • Familiarity with statistical methods and health economics principles


  • Experience analyzing data using R or SQL


  • Experience creating data visualizations and dashboards using Tableau (preferred) or Power BI


  • Excellent written and oral skills - able to summarize and present analytic findings within a strategic context and at a level appropriate for the intended audience


  • Excellent interpersonal and communication skills - able to work independently and collaboratively, able to manage competing priorities with guidance from the Data Analytics Manager


  • High-level understanding of the Massachusetts health care market


Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. An Associate's degree in a related field may be substituted for one (1) year of the required experience.

III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.

IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

V. A Doctorate degree in a related field may be substituted for the required experience.
