Job Description

The Massachusetts Department of Public Health (DPH) is seeking dynamic applicants to fill the role of Grants Implementation Coordinator. The Grants Implementation Coordinator sits in the Office of Strategy and Innovation in the Bureau of Substance Addiction Services (BSAS), part of the Department of Public Health (DPH) and supports the Bureau's implementation of grant-funded initiatives.

Under the direction of the Director of Grants and Innovation, the incumbent helps to plan, implement, and evaluate innovative approaches to addressing substance use and addiction in the Commonwealth. This includes efforts to increase access to medications for addiction treatment and implementation of low barrier, culturally responsive programming. The incumbent centers racial equity in their approach to planning and implementation in order to address ongoing disparities in harm caused by structural inequities.

The Grants Implementation Coordinator is responsible for coordinating the implementation of grant-funded activities including the Massachusetts State Opioid Response (SOR grant). They coordinate all assigned contracts and ensure that grant reporting requirements and deliverables are met.

Duties and Responsibilities (these duties are a general summary and are not all inclusive):

  • Coordinate the day-to-day implementation of assigned grant-funded initiatives.
  • Develop and implement criteria and standards to be used in monitoring or evaluating program activities.
  • Oversee program reporting, timelines, and deliverables for assigned grant-funded activities.
  • Lead the development, implementation, and evaluation of grant funded activities designed to promote innovation, increase access to care and reduce disparities in health outcomes by addressing structural inequities and social determinants of health.
  • Provide technical assistance and subject matter expertise on best practices related to substance use services.
  • Develop and implement procedures and guidelines to accomplish assigned agency program objectives and goals related to addressing substance use and addiction and reducing health disparities.
  • Provide vendor support and coordination as appropriate and ensure coordination and effective communication with all partners.
  • Build and maintain partnerships with key partners to maximize the impact of grant-supported efforts.
  • Oversee evaluation of programs and activities in order to determine progress and effectiveness and make recommendations concerning changes as needed.
  • Attend and represent BSAS at relevant meetings and events.
  • Perform other duties as assigned.

Required Qualifications:

  • Capacity to coordinate the efforts of others in accomplishing assigned work objectives.
  • Able to supervise, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of the subordinate and available resources; controlling work through periodic reviews and/or evaluations; determining subordinates to work effectively; determining the need for disciplinary action and either recommending or initiating disciplinary action.
  • Understanding of the social, economic, technological and ecological factors, trends, and problems involved in human services planning.
  • Aware of the methods of general report writing.
  • Understanding of the principles and practices of public health including terminology.
  • Awareness of the methods used in the preparation of charts, graphs, and tables.
  • Capable to analyze and determine the applicability of data, to draw conclusions and to make appropriate recommendations.
  • Able to understand, apply and explain the laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing assigned unit activities.
  • Capability to assemble items of information in accordance with established procedures.
  • Able to maintain accurate records.
  • Capable to prepare and use charts, graphs, and tables.
  • Capacity to write concisely to express thoughts clearly and to develop ideas in logical sequence.

Preferred Qualifications:

  • Demonstrated understanding of the substance use continuum of care in Massachusetts and best practices related to the delivery of substance use-related services.
  • Experience writing, applying for, and overseeing federal grants, including reporting into federal grant management systems.
  • Background and/or experience in project management and coordination within public health settings.
  • Experience working with community-based agencies serving people impacted by substance use.
  • Self-motivated and able to work independently as well as collaboratively with colleges and external constituents.
  • Critical thinking skills, using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problem.
  • Proficiency with fiscal management, including expenditure analysis and budgeting.
  • Proficiency with Microsoft Office suite products including Outlook, Word, Excel, PowerPoint, and Teams.
  • Moderate to advanced understanding of data-driven and evidence-based programming.

Qualifications

First consideration will be given to those applicants that apply within the first 14 days.

Minimum Entrance Requirements:

Applicants must have at least (A) four years of full-time, or equivalent part-time, professional or paraprofessional experience in social work, social casework, health care administration, public health program administration, hospital administration, or in program administration or program management, and (B) or which at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in social work, health care administration, hospital administration, public health or health services administration may be substituted for a maximum of two years of the required (A) experience.

II. A Graduate degree with a major in social work, health care administration, hospital administration, public health or health services administration may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.


*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.

Special Requirements: Based on assignment, possession of a current and valid Massachusetts Motor Vehicle Operator's License.

Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
