The Department of Conservation and Recreation seeks applicants for the position of Forest Stewardship Coordinator, Program Coordinator III.
Under the direction of the Director of Forest Stewardship, this position coordinates stewardship activities and programs within DCR (including the Bureau of Fire Control & Forestry, Park Operations, and the Bureau of Planning & Resource Protection), as well as with other EEA agencies and outside partners. The position oversees the programming, allocation, and spending of capital and operating funding. The position also involves administration, oversight and coordination of various Bureau administrative functions.
DUTIES:
A. Coordinates and assists on all operating and capital projects within the Bureau of Forest Fire Control and Forestry
B. Collaborates with DCR's various Bureaus, Divisions and Programs, especially the Land Protection program within the Bureau of Resource Planning & Resource Protection to develop, support and implement stewardship programs and policies.
C. Supports and participates on working with DCR's external affairs office to keep Bureau web content updated.
D. Ensures information sharing and consistency of stewardship initiatives among DCR's different Bureaus, Programs and Divisions.
E. Works closely with DCR's Federal Funds Officer to track, report and manage U.S. Forest Service federal funding allocated to the agency. Serves as point person for Bureau of Fire Control & Forestry coordinating and overseeing federal funds for the Director of Forest Stewardship.
F. Serves as coordinator for the Bureau of Fire Control & Forestry for all procurement activity. Works closely with program staff and A&F to ensure that goods and services are purchased in a timely fashion while adhering to all rules and regulations.
G. Supports Bureau program staff who are overseeing grant programs involving multiple partners. Tracks budgets, contracts and progress toward established milestones.
H. Coordinates and supports DCR's continued implementation of a management and land stewardship program, known as landscape designation, finalized with input from a steering committee of experts and a robust statewide public process. With guidance from the Director of Forest Stewardship, the Bureau of Planning and Resource Protection, and other DCR senior staff, this position provides direction and support to DCR bureaus, divisions and field staff regarding the management guidelines for parklands, woodlands and reserves. Responsible for evaluating new issues that arise in the course of implementing the management guidelines and convening appropriate in-house expertise to come up with resolution and guidance to all staff.
I. Under the direction of the Director of Forest Stewardship, engages Forest Reserves Science Advisory Committee, other outside partners and DFG/DCR forestry staff to develop research, monitoring and data collection projects for the DCR forest reserves. Facilitates inter-agency planning and collaboration for habitat management and restoration projects with the Department of Fish & Game.
J. Administers and coordinates a variety of other key Bureau of Fire Control & Forestry programs, including overseeing the U.S. Forest Service conservation education program and developing a curriculum in concert with DCR Interpretive Services staff, and participating in DCR's tree planting programs under EEA's Greening the Gateway Cities initiative.
K. Assists on specialized projects, such as the administration of the Blue Hills managed deer hunt.
L. Participates in meetings and assists with coverage for the Bureau when the Director is unavailable.
M. Assists Bureau staff with winter and summer seasonal rosters.
N. Assist with the coordination of clothing orders for the Bureau.
Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.
II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.
III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.
Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: No substitutions will be permitted for the required (B) experience.
