Job Description

SUMMARY DESCRIPTION

This position provides overall management and coordination of the State 911 Department's procurement activity. This includes ensuring procurement laws, rules, regulations, policies, and procedures are adhered to for each commodity/service purchased by the Department, proper contracts are executed, purchase orders are properly and promptly issued, procurement files are properly maintained and encumbrances and payments are entered timely and in compliance with contract Terms and other policies and procedures as issued by oversight agencies such as the Office of the State Comptroller and Operational Services Division. This position serves as the Strategic Sourcing Services Team Lead on all requests for responses conducted by the Department.

In addition, this position is responsible for the implementation, incorporation, monitoring and management of procurement initiatives, including but not limited to small business purchasing program, SOMWBA requirements, supplier diversity program and Commbuys including CLM.

This position also provides support, as needed, to the day-to-day operations of the Finance Division, to include but not limited to fixed assets, encumbrance and payment activities, implementation and adherence of policies, procedures, financial reporting, and internal controls.

All activities contribute to the Department's successful implementation and execution of its mission as defined by its governing legislation.

REPRESENTATIVE DUTIES AND RESPONSIBILITIES

• Manage the procurement activities for its PSAP Operations and other Divisions within the Department to ensure the purchase of commodities and services complies with all applicable laws, rules, regulations, policies, and procedures governing procurement. Coordinate with Department staff to ensure procurement requests are properly, efficiently, and effectively processed. Ensure that purchases are properly aligned with classification and expenditure codes. Develop and maintain internal tracking systems to ensure communication across Divisions and within the Finance Division and ensure reporting, as required, to oversight agencies, is completed and timelines are met. Coordinate all activity (contracting/payment) to ensure compliance with established laws, policies, procedures, rules, and regulations.

• Manage Department contracts and purchases to ensure commodities and services are received in compliance with contract terms, addressing any deficiencies/disputes swiftly and effectively to ensure no disruption in receipt of commodities/services. This includes but is not limited to the management of encumbrances and payments to ensure contracts are sufficiently funded and payments are processed in compliance with the Commonwealth's bill-paying policy. Staying abreast of industry trends to better advise and support Departmental procurement needs. Monitor, implement, and manage procurement-related initiatives issued by oversight agencies to ensure initiatives are properly incorporated into Department's procurement policies, procedures, and reporting where applicable, is submitted accurately and timely.

• Provide technical assistance and support to Department staff as it relates to procurement. Participate in trainings/meetings conducted by oversight agencies to ensure the Department stays abreast of current and new initiatives/contracts/requirements implemented by said agencies. Coordinate with staff and/or vendors to ensure reporting is timely, complete and accurate in compliance with issued requirements and ensure records retention schedule is properly maintained.

• Provide support, as needed, to other fiscal functions of the Department's Finance Division, to include but not limited to maintenance of fixed asset records, processing of employee reimbursements, conduct educational sessions to Department staff is properly trained and updated on procurement initiatives, support of annual DTC filing, implementation of, review of, recommendations for, and compliance with policy and procedure manual and internal control policy.

• Other duties as assigned.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
