The Northwestern District Attorney's Office (NWDAO) serves the people of Hampshire and Franklin counties and the town of Athol. In partnership with the communities it serves, the NWDAO is dedicated to the pursuit of truth, justice, and the protection of the public through fair and effective prosecutions and progressive prevention initiatives. Although the primary responsibility of the Office is prosecuting crime, we also have a strong focus on progressive education and prevention efforts in the areas of domestic and sexual violence, child abuse, juvenile justice, elders and persons with disabilities, and consumer protection. We are the law office of the People and are steadfast guardians of the rights and liberties of every citizen. POSITION SUMMARY: The Fiscal Administrator is responsible for reconciling all appropriated funds, federal grants, state grants and trust accounts of the office. The Fiscal Assistant prepares all required financial grant reports along with mandated yearly reports to be filed with the Office of the Treasurer and Receiver General, and the Legislature. This position ensures compliance with the relevant requirements and guidelines of the Office of the State Comptroller, Office of the Treasurer and Receiver General, and the office's Policies and Procedures and Internal Controls.

DUTIES & RESPONSIBILITIES:

• Reconcile all appropriated funds, federal grants, state grants and trust funds.

• Enter weekly allotments, budget transfers and folio dates into the Budgetary Control Register (BCR) database.

• Maintain and reconcile accounts including Quicken, dyna cash, and bank statements.

• Submit monthly Expenditure of Advance (EA) documents to Massachusetts Management Accounting and Reporting System (MMARS), BCR, and the Office of the Comptroller.

• Create and maintain vendor files.

• Oversee and reconcile Massachusetts State Police (MSP) overtime expenditures.

• Work with CFO and Assistant District Attorney to process all allowed forfeiture orders, allocate funds accordingly, and prepare annual state forfeiture expenditure reports.

• Ensure compliance with appropriate internal controls and financial procedures to comply with all federal and state requirements.

• Coordinate cell phones for office staff.

• Prepare and maintain grant financial records and periodic reports.

• Review and enter employee reimbursements into the Human Resources Compensation System (HR/CMS).

• Utilize the Commonwealth Information Warehouse (CIW) to develop financial reports.

• Assist CFO with audits and public records requests.

• Perform any other duties related to the position of Fiscal Assistant requested by the Chief Financial Officer or member of the Senior Management Team when needed.

NWDAO employees also participate in the Commonwealth's State Retirement Plan, which can become a defined benefit plan for those that both vest and subsequently retire from state service.

The NWDAO provides the ability for new full-time employees to accrue two weeks of paid vacation leave per year, up to five personal days of leave per year (depending upon the quarter of the year that one's employment begins), twelve recognized state / federal paid holidays, and the opportunity to accrue up to 9.375 hours of paid sick leave per month.

This position is one which is eligible for the Public Service Loan Forgiveness Program.

Qualifications

• Associate's or bachelor's degree in accounting, finance, business administration, or a related field.

• 1-3 years of experience in accounting, bookkeeping, or financial administration.

• Strong understanding of financial reconciliation, budgeting, and expenditure tracking.

• Experience using accounting software (e.g., Quicken), financial management databases, and Microsoft applications (Excel, Word).

• Experience working with government agencies, grant management, or public sector finance is a plus.

• Familiarity with Commonwealth financial reporting and payroll systems, such as MMARS, BCR, CIW, and HR/CMS is a plus.

• Strong attention to detail and accuracy in financial record-keeping.

• Ability to handle confidential financial data with discretion.

• Strong organizational skills with the ability to prioritize tasks and meet deadlines.

• Ability to collaborate effectively with internal teams, vendors, and government agencies.

• Ability to work independently and problem-solve financial discrepancies.
