GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES
Primary responsibility will be to manage the development, deployment and implementation of the sections of Chapter 135 of the Acts of 2024, An Act Modernizing Firearms Laws of which DCJIS has primary responsibility. In addition, this position will support the Commissioner and Deputy Commissioner with the implementation of other technology initiatives and programs and support agency operating groups within DCJIS as needed.
DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES
- Assist with the hiring, training, support, and evaluation of DCJIS personnel who will support the firearms systems modernization effort.
- Be primary contact with professional service firm contracted to provide program management for the firearms systems modernization implementation.
- Provide regular updates to agency leadership and other agencies to include hosting status meetings and written weekly status reports.
- Coordinate with other agencies including Executive Office of Public Safety & Security-IT Division, Executive Office of Technology Services & Security, Executive Office of the Trial Court, police departments/others to set up systems and processes to gather data and other information as required in the Legislation.
- Develop, implement, and maintain comprehensive processes in order to ensure that the firearms modernization systems that are developed and deployed are sustainable post implementation.
- Assist with training and change management of internal and external users of new systems, policies, and procedures.
- Continued oversight of systems deployed to ensure compliance with law, including hosting training classes, monitoring data quality and corresponding with internal and external users as needed.

QUALIFICATIONS REQUIRED AT HIRE
- Knowledge and ability to produce written reports.
- Ability to understand, explain, and apply the laws, rules, regulations, policies, and procedures governing assigned activities.
- Ability to analyze and determine the applicability of data, to draw conclusions, and to make appropriate recommendations.
- Ability to establish and maintain harmonious working relationships and to deal tactfully with others.
- Ability to give written and oral instructions in a precise, understandable manner.
- Ability to conduct effective oral presentations.
QUALIFICATIONS ACQUIRED ON JOB
- Thorough understanding of analytical tools and software used to generate public facing dashboards.
- Collection and handling of data to ensure it is accurate, secure, and accessible. It involves collecting, storing, organizing, protecting, and processing data throughout its lifecycle.
- Skills and processes required to oversee multiple related projects to achieve organizational goals and improve performance.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.
II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.
III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.
Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: No substitutions will be permitted for the required (B) experience.
