JOB SUMMARY

The Finance Business Systems Lead at the Massachusetts State Lottery Commission (MSLC) assesses the business needs of the Finance Department and functional units to help identify business problems and develop working solutions. Ensures developed systems are implemented as specified. Assists with user and operational documentation, conducts post-implementation project reviews as needed, and helps to identify necessary user training requirements. Performs system analysis, testing, troubleshooting, end-user support. Aids in resolving complex accounting issues using automated tools and analysis. Performs assigned account reconciliations and other assignments as needed.

  • Serve as project manager for the Finance Department which requires: demonstrated business and organizational acumen; relationship building and stakeholder management; business insight; and communication with the ability to influence.
  • Accountable for change management and business strategic thinking in a technical environment.
  • Coordinate and oversee system development and acceptance testing for applications that affect Finance operations.
  • Coordinate testing efforts between Finance, Quality Assurance, and Operations to ensure that systems are in balance and all aspects of applications are effectively tested for acceptance.
  • Collaborate with the IT department as to any technical issues with the various platforms and discuss solutions to streamline tasks and suggest software enhancements.
  • Provide project leadership for assigned projects: gather and assign post meeting tasks and manage project timeline.
  • Troubleshoot and resolve financial issues with technical staff to assist with reconciliations, systems reporting, and data analysis
  • Integrate and document new process and procedures for end users and serve as the key resource on all finance platforms including; ES, Back office, iLottery, Gem Licensing, Retailer Service platform, MMARs and any other accounting platforms.
  • Serve as the subject matter expert in areas of system reporting and data extraction for both gaming and non-gaming systems applications. Maintain a thorough working knowledge of all platforms utilized by the Finance Department.
  • Interface with vendor technical resources (project managers and system developers) as well as end users at the Lottery to identify problems encountered in the use of finance applications and find solutions.
  • Extract data from several different platforms to produce comprehensive reports for the department that optimizes the systems integrity.
  • Continually aids in resolving complex accounting issues
  • Perform assigned account reconciliations and other assignments as needed.
  • Develop and maintain warehouse inventory reports for the tracking of assets as well as budget allocation.
  • Perform additional duties, as assigned.


Qualifications

PREFERRED QUALIFICATIONS

  • Bachelor's degree from an accredited 4-year college or university in Information Technology, Business Administration, Business Information Technology, or related field. A comparable amount of training and experience may be substituted for a degree.
  • Experience in Automated Systems, including Project Management Systems Requirements Development, especially related to financial operations.
  • A demonstrated ability in delivering application upgrades
  • Excellent problem-solving skills and leadership qualities
  • Experience working on the Enterprise Series Retailer Management Platform, MMARS, MSLC back office, and/or other external vendor platforms preferred.
  • Ability to create specialized reports from various platforms that summarize financial statistics on a recurring basis.
  • Exceptional interpersonal skills with the ability to establish and maintain effective working relationships.
  • Work in a fast-paced environment with the ability to multitask while delivering results.
  • Strong verbal and written communication skills, with the ability to communicate complex issues effectively, orally and in writing, with internal and external customers.
  • Proficient user of Microsoft Office
