Job Description

The Federal Revenue Analyst supports the EOHHS Federal Revenue Claiming Unit which claims approximately $11B annually in Title XIX and Title XXI federal revenue. Primary responsibilities of the Federal Revenue Analyst will include drawing revenue from the federal government and completing federal Medicaid reports in accordance with applicable regulations, policies, instructions, etc. The Federal Revenue Analyst gather, assemble, and analyze data in order to complete federal Medicaid reports which include the CMS 64 and CMS 21, in accordance with policies, procedures, and instructions. The Federal Revenue Analyst will evaluate program expenditures and make recommendations concerning revisions to programs, provide technical assistance and advice to EOHHS/Medicaid fiscal and program staff and other public agencies, and work as part of a team on revenue maximization initiatives.

Duties and Responsibilities: (these duties are a general summary and not all inclusive)

  • Draw federal funds as needed for both the Title XIX and Title XXI programs by using the database software application (CAMS) and following CMIA regulations to maximize cash availability to the Commonwealth. Includes calculating draw amounts from the Medicaid MMIS system and other sources, submitting appropriate forms to the State Treasurer's Office, maintaining control logs, and reconciling monthly Cash Deposits (CD's) to MMARS, the state accounting system. Calculate and reconcile monthly cash collections.
  • Prepare and manage Excel workbooks that support the completion of quarterly program and/or administrative section of the statement of Medicaid Expenditures (CMS 64 & 21) in accordance with federal statutes and regulation to ensure that all state expenditures are reimbursed at the appropriate levels of federal financial participation.
  • Prepare all related reconciliations and transfers in relations to the claim.
  • Complete the quarterly CMS 64 informational schedules for Money Follows the Person (MFP). Work with project office on coordination of reporting of expenditures and draw down and distribution of revenue.
  • Track payment vouchers (PVs) to ensure they are processed and completed in a timely manner. This includes assisting in the gathering of back up documentation if necessary.
  • Prepare and calculate quarter end close outs for Medicaid and CHIP.

Preferred Qualifications:

  • Knowledge of accounting principles and practice.
  • Ability to work accurately and precisely with numbers, to follow quality control procedures, and to maintain accurate records.
  • Ability to understand, explain, and apply the laws, regulations, and rules as they apply to federal revenue programs.
  • Ability to analyze raw data to form conclusions and make recommendations.
  • Ability to write concisely to express thoughts clearly and to develop ideas in logical sequence.
  • Ability to prepare written reports and correspondence
  • Ability to give oral and written instructions in precise and understandable manner.
  • Ability to deal tactfully with others.
  • Ability to use personal computer software applications including Excel, Word, Access, and the Internet to perform job duties at an intermediate level.
  • Ability to use various Data sources and systems. Knowledge of Cognos, MMARS and Commonwealth Information Warehouse would be a plus.
  • Ability to give oral and written instructions in precise and understandable manner

Qualifications

First consideration will be given to those applicants that apply within the first 14 days.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five years of full-time, or equivalent part-time, professional experience in accounting or auditing, of with at least (B) three years must have been in a supervisory, administrative or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. An Associate's degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.

II. A Bachelor's degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience.


III. A Graduate degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience.

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.

Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
