The Executive Office of Energy and Environmental Affairs seeks applicants for the position of Federal Funds and Decarbonization Manager, to perform the following duties:

The EEA Climate Team works across agencies within EEA and other Secretariats to make progress in meeting the Commonwealth's decarbonization and climate resilience commitments. To enhance EEA's capacity to strategize around federal funding and more robustly track the implementation of the Clean Energy and Climate Plans, EEA's Climate Team is seeking a Federal Funds & Decarbonization Policy Manager. This Manager would report to the Assistant Secretary of Decarbonization in a contract role of up to two years, funded by a grant from the United States Climate Alliance.

This Manager will focus in two primary areas:

1) Federal Funds Coordination: To help EEA leverage the unprecedented opportunity afforded by the Inflation Reduction Act (IRA) and Infrastructure Investment and Jobs Act (IIJA), the Manager will:

  • Be responsible for implementing and further refining coordination among EEA agencies and divisions to identify federal climate mitigation and resilience opportunities and track the status of active applications. The Manager will be expected to proactively identify new federal funding opportunities, highlight these opportunities to appropriate agencies within EEA, and help connect agencies with support in applying for these grants.
  • Work closely with EEA's fiscal team and regularly coordinate with appropriate government offices, including the Federal Funds and Infrastructure Office of the Executive Office of Administration and Finance (FFIO) and the Governor's Office of Climate Innovation and Resilience (OCIR) on new opportunities, grant updates from EEA, and outreach to partners where appropriate.
  • Provide biweekly updates and other updates as needed to the Undersecretary of Decarbonization and Resilience on the status of federal grant applications
  • Assist in answering internal and external questions on the status of specific federal grants being pursued by EEA.
  • Develop monthly presentations to the senior staff team on amount of funds awarded, applied for, and upcoming important applications and milestones.
  • Lead monthly calls with agency representatives related to cross-cutting federal funding topics of relevance across agencies, identifying topics for discussion and inviting guest speakers.

2) Clean Energy and Climate Plan (CECP) Policy Tracking

Massachusetts' 2025-2030 and 2050 CECPs name 97 commitments to reduce emissions in line with the state's legally binding GHG limits, including the achievement of Net Zero in 2050. EEA's Climate Decarbonization Team is responsible for working with all EEA agencies to create policies and programs that advance the objectives of the Commonwealth's decarbonization commitments laid out in these plans.

The Manager will:

  • Work with the Assistant Secretary for Decarbonization and the sector leads to help assess the status of commitments made in the CECPs, coordinate budget requests, and articulate progress to stakeholders.
  • Help in developing a database that allows for more flexible groupings of projects, policies, and programs.
  • Regularly coordinate with decarbonization policy leads and agency staff to ensure EEA is executing emissions-reduction commitments in a prioritized, consistent manner. The Manager will also assist in advancing analytics, sector, or engagement projects as needed.

Preferred Qualifications:

  • Prior experience tracking, coordinating on, or otherwise supporting applications of federal grants related to climate, clean energy, and the environment.
  • Prior experience with state climate policy, particularly in Massachusetts.
  • Familiarity with developing databases for project and/or policy tracking and reporting.
  • Excellent project management skills and comfort setting up processes with multiple stakeholders
  • Superior ability to communicate with different audiences of varying subject matter familiarity. Full proficiency in Microsoft suite.
