The Department of Fish and Game (DFG) is the state agency responsible for conserving the state's natural resources. DFG exercises responsibility over the Commonwealth's marine and freshwater fisheries, wildlife, plants, and natural communities and provides outdoor recreation opportunities to the public.
Job Opening:
The Department of Fish and Gam seeks applicants for a Fiscal Officer IV to perform the following duties:

Under the direction and supervision of the Department's Director of Finance, the Federal and Trust Budget Manager plans, organizes, coordinates, directs, and reviews the work of professional support staff engaged in federal fund and trust activities of the Department of Fish and Game (DFG). This position will help manage and oversee the financial planning and resource allocation for the Department and its four Divisions of Federal and Trust funds. The Budget Manager will play a critical role in supporting the strategic solutions to maximize non-budgetary funding support for the Department. Responsibilities include but are not limited to coordinating and managing tracking mechanisms for non-operating fund applications, budgets, and expenditures, coordinating information requests from EOEEA, EOANF, and the Governor's Climate Office regarding federal and trust funds, auditing the allocations and processes of the FFIO and providing assistance in the development and execution of federal and trust fund procurements, contracts, ISAs and other relevant documents. This position will serve as the Department's Federal Funds Compliance Officer. This position will also assist the Director of Finance with coordinating the submission of operating budget exercises throughout the development of the GAA.
Responsibilities include:
Federal Budgets (35%)
- Under the direction of the Department's Director of Finance, the Federal and Trust Funds Budget Manager plans, organizes, coordinates, directs, and reviews the work of professional support staff engaged in federal fund activities of the Department of Fish and Game (DFG).
- As the Department's Federal Compliance Officer, serves as the Department's representative in all matters regarding federal fund applications, budgets, and spending. Issues/oversees the dissemination of policy directives to Division staff from the Office of the State Comptroller, the Executive Office of Administration & Finance, the Office of the State Treasurer, the Operational Services Division,the United States Treasury, and other relevant federal oversight agencies, as well as procedural guidance regarding federal funds from the Department's Internal Control Plan and Federal Compliance Plan.
- Coordinate with Division fiscal leads to manage and update Federal funds exercises, including but not limited to, biweekly federal application reporting, and monthly Ch 102 and Ch268 expenditure trackers. Coordinate and respond to information requests related to reports from EOEEA, EOANF, and the Climate Office.
- Develop and maintain a tracking mechanism to monitor approximately $62 million in ARPA expenditures to ensure that spending is within approved budgets.
- Work with Senior Staff to create and update summary level management reports providing analysis of current and historical federal funds expenditure trends.
- Manage and coordinate the submission of the Department's Indirect Cost Rate Calculation to the Office of the Comptroller. Develop a tracking mechanism to ensure the correct fiscal year rate is applied to federal and trust accounts.
- Coordinate with Division fiscal leads to prepare a response to the Office of the Comptroller's Schedule of Expenditures of Federal Awards (SEFA).
- Coordinate with Division fiscal leads, EEA, CTR, and ANF to establish new federal grant accounts in MMARS as necessary.
- Coordinate and submit annual H1/H2 federal spending estimates to ANF.
Trust Budgets (20%)
- Establish a tracking mechanism for expendable trust renewal. Support DFG's General Counsel, CFO, and Director of Finance with the development and/or renewal of trust documentation.
- Develop and maintain a tracking mechanism to monitor trust contributions and expenditures across all programs.
- Coordinate and submit annual H1/H2 trust spending estimates to ANF and all other trust requests from EEA and/or ANF.
- Work with Senior Staff to create and update summary-level management reports that analyze current and historical trust funds contributions and expenditure trends.
- Provide strategic guidance and review allowable trust contributions and opportunities to maximize non-operating funding sources.
Auditing, Reporting, and Document Review (20%)
- Audits source documentation and other output data to ensure the existence of a satisfactory audit trail, as well as compliance with internal control standards, statutory provisions, and Office of the State Comptroller Policy Guidelines. Conduct variance analyses and produce summary memoranda of results for audit requirements.
- Create program, reporting, and activity codes in MMARS for federal and trust reporting compliance and tracking.
- Assist in the development and execution of procurements, contracts, ISAs and other documents related to the expenditure of federal and trust funds.
- Using Microsoft Access or another query tool, compile and analyze data from the State's databases and source systems to identify trends in the agency's federal and trust programs involving revenues and expenditures.
Operating Budget Support (10%)
- Provide coordination and data entry support to the Director of Finance for annual operating budget exercises. Exercises include but are not limited to maintenance, savings and investments, joint ways and means submissions, spending plan, mid-year review, year-end review, and other supplemental budget requests.
Special Projects (15%)
- Ad hoc requests from EEA, ANF, OSC, TRE, OSD, SWM and/or HWM.
- Provide preliminary reports and initial responses to the Director of Finance and DFG CFO.
- Communication/deliberation with multiple stakeholders, including but not limited to Department senior staff, General Counsel, DFG Administration and Finance unit, Division fiscal leads, Division senior staff, fiscal staff in other Departments,and staff in oversight agencies (10%)
- Other duties as assigned (5%)
Preferred Qualifications
- Principles of Management & Accounting, with special emphasis on Commonwealth principles and standards
- Knowledge of Financial Reporting & Analysis, including statutory and GAAP reporting
- Internal Controls & Audit procedures
- State Fiscal Policy i.e. Chapter 29 MGL
- Quantitative and analytical skills
- Understanding of the State Budgeting & Accounting process
- Ability to analyze, interpret,t and explain financial statements of the Commonwealth, particularly those involving Department funds
- Excellent oral and written communication skills
- State Budgeting, Accounting & Financial Reporting requirements
- Detailed understanding of State Finance Law, MGL, C.29
- Working knowledge of the uses and functions of State Enterprise Systems applications (MMARS)
- Expertise in the uses and functions of Commonwealth Information Warehouse (CIW)
- Microsoft Office Applications Excel, Access, MS Query, MS Word, and MS PowerPoint
Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results) or (B) any equivalent combination of the required experience and substitutions below
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
II. An Associate's degree in a related field may be substituted for one (1) year of the required experience.
III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.
IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
V. A Doctorate degree in a related field may be substituted for the required experience.
