Job Description

The Department of Youth Services (DYS) is seeking an experienced, dedicated, and dynamic individual to fill the role of Facility Administrator at Stephen L. French Forestry Camp. The selected candidate will report to the Director of Residential Services. The Facility Administrator is the primary custodian of the Stephen L. French Forestry Camp in Brewster, MA. The campus includes a staff-secure residential treatment program that houses adolescent males committed to the care of the Department. Incumbents of this position provide direct care, custody, instruction, and supervision of program youth when necessary and are responsible for the safety and orderly operations of the facility.

Duties and Responsibilities (these duties are a general summary and not all-inclusive):
• Oversee the daily operation of the Facility.
• Ensure quality and consistency of safety and security services and facility maintenance.
• Manage and oversee all construction or renovation projects.
• Provide after-hours on-call coverage when necessary.
• Serve on the Regional procurement team.
• Track and manage all Facility overtime.
• Participate in the Performance-Based Standards Initiative.
• Ensure treatment services for clients reflect best practices.
• Participate in staff hiring, training, evaluation, record retention, emergency preparedness, and scheduling.

Preferred Qualifications:
• Five years of supervisory experience serving juvenile offenders in a residential or secure setting.
• Demonstrated knowledge of the Criminal Justice System, preferably the juvenile justice system.
• Experience with the Detention System, treatment and assessment programs, and the principles of the Prison Rape Elimination Act.
• Understanding of capital management of state facilities, including their operation, repair, and maintenance.
• Experience with state contracting, procurement, and budgeting.
• Ability to lead and support the development and implementation of program operations, priorities, and service provision improvements.
• Strong management, interpersonal, writing communication, and organizational skills in a field directly related to the functions of the Department of Youth Services.
• Capacity to apply the concepts of Positive Youth Development and the knowledge of Family Youth and Engagement Services.
• Demonstrated experience of the Juvenile Detention Alternatives Initiatives (JDAI) principles.

About the Department Of Youth Services:
The Department of Youth Services (DYS) is the juvenile justice agency for the Commonwealth of Massachusetts. We work with detained or committed young people and provide detention, custody, diagnosis, education, and support to young people ages 12-21. Most of the youth served are between the ages of 14 and 18. The Department promotes positive change for the youth committed to our care. It has been at the forefront of deinstitutionalization, in part by providing adolescent-focused rehabilitation to youth in residential treatment.
DYS aims to focus on youths' gradual reintegration back into the community as productive citizens. DYS works in partnership with provider agencies, law enforcement and school officials, families, communities, and others to ensure that the services provided are effective and that they create pathways to success for the young men and women in DYS care and custody. By closely collaborating with these entities, DYS can continue to help make communities better and safer.

Schedule: Monday - Friday 8:45 AM - 5:00 PM

Days Off: Saturday/Sunday

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.

Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
