The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air, land, and water. MassDEP is the lead agency for safe management of toxics and hazardous materials, promotion of waste reduction and recycling, preservation of the state's wetlands and coastal resources, air quality monitoring and pollution reduction, and so much more.

MassDEP seeks applicants for the position of Environmental Analyst III within the Bureau of Waste Site Cleanup (BWSC). The Bureau of Waste Site Cleanup is charged with ensuring immediate and effective response to environmental emergencies, such as oil spills and chemical fires, as well as timely assessment and cleanup of hazardous waste sites by private parties responsible for them.

This position will be based in MassDEP's Northeast Regional Office, Woburn, MA and will investigate sites contaminated with oil and hazardous materials and ensure compliance with M.G.L. c. 21E and the Massachusetts Contingency Plan. MassDEP's Northeast Regional Office serves 84 cities and towns situated in northeastern Massachusetts.

Duties for this position include, but are not limited to, the following:

  • Perform professional environmental sciences work of substantial difficulty and importance
  • Review site assessment reports of significant complexity and interpret results of analytical data to determine the extent of site contamination, the risks posed to human health and the environment, and the need for cleanup
  • Upon review of technical reports, determine if proposed remediation techniques are appropriate based on the nature of contaminants involved, hydrogeologic conditions, the potential for exposure to sensitive human and environmental receptors, and alternative remediation technologies. Articulate the conclusions of MassDEP, both orally at meetings and in writing
  • Conduct field inspections, collect samples, and review remedial system monitoring reports to evaluate compliance with applicable environmental regulations, policies and conditions of approval
  • Represent MassDEP at meetings with local officials, Licensed Site Professionals (LSPs), regulated entities, and other stakeholders
  • Communicate technical information and regulatory requirements to regulated entities, consultants, local officials, and the public, including issues related to vapor intrusion, groundwater hydrology, environmental chemistry, risk assessment, and risk communication
  • Participate in public meetings and other public involvement activities
  • Participate in outreach efforts with municipalities, developers, and LSPs to educate on MassDEP's Brownfields Program and other state and federal Brownfields incentives
  • Oversee the activities of State Contractors at state-lead response actions
  • Generate enforcement notices and orders based upon the identification of noncompliance and consistent with MassDEP's Enforcement Response Guidance Document

Preferred Qualifications:

  • Professional experience in environmental sciences relating to the assessment and cleanup of hazardous waste sites
  • Professional experience reviewing and interpreting environmental plans and reports to assess conditions at waste sites, evaluate risks posed to human health and the environment, and determine the need for remediation of waste sites to applicable standards
  • Professional experience investigating the environmental transport, fate, and impacts (both human health and ecological) from contamination at waste sites
  • Professional experience in sampling soil, air and groundwater, and appropriate analytical methods for soil, air and groundwater
  • Ability to manage projects individually, as well as work as part of a team
  • Strong organizational, planning, and project management skills
  • Interdisciplinary knowledge in environmental science principles and practices
  • Ability to communicate technical issues to Licensed Site Professionals, Responsible Parties, and the public
  • Comprehensive knowledge of M.G.L. c. 21E, the Massachusetts Contingency Plan, and the MassDEP Waste Site Cleanup program
  • Proficiency in MS Word, MS Excel, MS Outlook and other software
  • Excellent written and oral communication skills


Qualifications

First consideration will be given to those applicants that apply within the first 14 days.

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology,. natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.

II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.


III. A Graduate degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
