  • The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air, land, and water. Our work impacts every aspect of people's lives and is critical to the health and wellbeing of our residents and visitors. MassDEP is the lead agency for safe management of toxics and hazardous materials, promotion of waste reduction and recycling, preservation of the state's wetlands and coastal resources, air quality monitoring and pollution reduction, and so much more.

  • Under the supervision of an RPV manager in the Drinking Water Program (DWP) and staff in the Massachusetts Department of Environment Protection' (MassDEP) Drinking Water Program (DWP), the Environmental Analyst II will provide the following:
  • Support for the development and implementation of various Safe Drinking Water Act (SDWA) programs including the Revised Total Coliform Rule (RTCR) and Lead & Copper Rule (LCR), Operator Certification Program, Emergency Response Planning and the Capacity Program for Public Water Systems.
  • Support, implement and update the Drinking Water Program's Communication, Outreach and Training (COT) Plan and related duties as assigned, including being the point of contact to plan internal and external trainings, including monthly staff trainings, new staff support, external trainings by staff for public water systems and others, provide information and articles related to Transient, Non-Community (TNC) Public Water Systems in each issue of DWP's newsletter In The Main. Plan and maintain a TNC information web page.
  • Support program administration, including preparing agendas, preparing and sending reminder emails for weekly Boston staff calls, monthly DWP Chiefs' calls, advisory committee meetings, update staff topics contact list monthly, etc.
  • Serve as the lead for managing the Program Director email account, including distributing emails and calls to appropriate staff as the first point of contact for inquiries from the regulated community and the general public and filing and archiving submitted reports.
  • Provide administration, organization, coordination, public outreach and assistance and database entry and management for the Bureau of Water Resources, Drinking Water Program, order and manage DWP supplies, track Boston in office attendance and assign support for Boston in office tasks
  • Other related program tasks as assigned.

Statement of Duties:

  • Support DWP Safe Drinking Water Act (SDWA) programs, including Revised Total Coliform Rule (RTCR) and Lead & Copper Rule (LCR), Operator Certification Program, Emergency Response Planning and the Capacity Program for Public Water Systems.
  • Provide DWP administration, organization, coordination, data entry, tracking and reporting.
  • Organize the DWP hard copy and electronic files; respond to record requests; implement records scanning procedures; maintain training calendar for staff and public water systems; organize and meetings and develop and maintain agendas and minutes.
  • Provide administrative support for all advisory committee, chiefs', staff and other DWP meetings; including scheduling, preparing notices, agenda and minutes: assist in tracking the completion status of all assigned work in the DWP.
  • Organize training events, register participants, provide reports on the status of training.
  • Maintain outreach to TNCs. Plan and maintain TNC web page.
  • Complete fast and accurate entry of drinking water constituents from monitoring reports into WQTS or other MassDEP specialized data entry computer programs.
  • Serve as the lead for managing the DWP Communication Hub and be the first point of contact for inquiries from the regulated community and the general public received by the Program via phone, mail and email; directly respond when appropriate and/or forward them to staff when necessary.
  • Maintain, file, scan and archive records; input data into electronic systems to assure current, organized and accessible records and confidential information, in accordance with established policies; conduct database queries to provide requested information to staff, the regulated community and the general public.
  • Use of Microsoft software applications including Word, Power Point, Access and Excel.
  • Perform other related duties as required.


Qualifications

First consideration will be given to those applicants that apply within the first 14 days.

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) three years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least one year must have been in a professional capacity, or (C) any equivalent combination of the required experience and the following substitutions.

Substitutions:

I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.

II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.


III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for the required experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
