Description:

The Department of Fish and Game (DFG) is the state agency responsible for conserving the state's natural resources. DFG exercises responsibility over the Commonwealth's marine and freshwater fisheries, wildlife, plants, and natural communities and provides outdoor recreation opportunities to the public. The Division of Marine Fisheries (DMF) serves Massachusetts' citizens by protecting, restoring, and enhancing fishery resources and their habitats while providing sustainable fisheries-related recreational and commercial opportunities.

The Department of Fish and Game's Division of Marine Fisheries seeks applicants for the position of Environmental Analyst I.

Job Opening:

The Department of Fish and Game (DFG)/Division of Marine Fisheries (DMF), seeks applicants for a Specialist in Communications and Administration for Policy Program - Environmental Analyst I to perform the following duties:

This position will be within the Division of Marine Fisheries' Policy and Management Program. The Specialist in Communications and Administration for the Policy Program provides communications and administrative support to DMF's Policy Program. This includes working as the agency's liaison to the Commercial Fisheries Commission on Offshore Wind Energy Development and assisting DMF staff in the administration of various other public bodies and working groups related to marine fisheries policy and management. Additionally, the position will assist in developing, compiling, and publishing outreach and communications materials. Lastly, this person will serve as the agency's Administrative Law Clerk, assisting with adjudicatory proceedings, public records requests, and open meeting law compliance for public body meetings. The position will report to the agency's Compliance and Regulations specialist and will work out of DMF's SMAST East Facility in New Bedford.

Detailed statement of duties and responsibilities:

  • Serve as the agency's liaison and to the Commercial Fisheries Commission on Offshore Wind Energy Development.
  • Assist in the coordination, scheduling, and administration of public body meetings. This includes developing and tracking deliverables; scheduling and attending meetings and hearings; preparing written briefs, summaries and meeting minutes; assisting with reimbursements and appointments; and ensuring public body meeting compliance with the Open Meeting Law.
  • Assist in developing, editing, compiling, and disseminating issue briefs, pilot programs, policies, advisories, memoranda, communications, annual reports, newsletters, strategic plans, social media communications, and website updates.
  • Assist the Administrative Law Magistrate in presiding over adjudicatory hearings. This includes scheduling hearings and conferences; receiving, distributing, and organizing all incident reports, testimony, exhibits, motions, decisions, and other related correspondence; preparing periodic reports on dispositions of cases; and maintaining the program website.
  • Assist in responding to public records requests.
  • Perform other duties and travel throughout the Commonwealth as assigned.

Qualifications Required at Hire:

  • Ability to research and write for both a technical and non-technical audience.
  • Strong organizational skills.
  • Ability to work in a team setting and collaborate with colleagues.
  • Ability to use software to use MS-Office, social media, and photo editing software.
  • Ability to work occasional evenings and weekends for public events.
  • Ability to work occasionally in the field on vessels and in inclement weather conditions.
  • Knowledge of marine biology and New England fisheries.

Qualification acquired on the job:

  • Knowledge of state and federal regulations and interstate and federal management plans.
  • Familiarity with other executive branch agencies and the state legislature.
  • Familiarity with adjudicatory hearing processes.


Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) two years of full-time, or equivalent part-time, technical or professional experience In the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. An Associate's degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required experience.

II. A Bachelor's or higher degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for the required experience.


*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

SPECIAL REQUIREMENTS: Based on assignment, possession of a current and valid Massachusetts Motor Vehicle Operator's License.
