About EOTSS and the Massachusetts Data Office:

The Executive Office of Technology Services and Security (EOTSS) is the state's lead office for information technology. We provide enterprise-level IT services, and infrastructure, including network management and security; computer operations; application hosting; desktop provisioning and management; and modern and responsive data and digital services to 40,000 internal stakeholders plus the residents, businesses, and visitors to the Commonwealth of Massachusetts.

Under the leadership of the Chief Data Officer, the Massachusetts Data Office (MDO) partners with organizations across state government to transform how agencies use data to improve policies, services, and operations and better serve Massachusetts residents. We establish data procedures and policies, streamline data systems, and drive innovation in enterprise-wide data management and analytics. We're responsible for the enterprise data and information strategy and for facilitating data sharing among state agencies and with the public.

About this role:

The MDO is hiring an experienced Program Manager to join our growing Enterprise Analytics team. Enterprise Analytics is a statewide program to help state agencies access and better use data for decision-making.

As Program Manager, you will work directly with the Chief Data Officer and Deputy Chief Digital Officer, Data Office Directors, and the broader EOTSS leadership team, to support the delivery of the Enterprise Analytics vision. You will focus on strategic planning, project coordination, and delivery against the Enterprise Analytics roadmap and on managing governance and communication. You will collaborate with staff, leadership, vendors, and stakeholders across the program to ensure the effective management and leadership of program activities.

This position is a full-time opportunity. The work schedule for this position is Monday through Friday, 9:00AM to 5:00PM EST, in a hybrid remote arrangement with 2-4 days per month-more as needed-spent at the primary work location: One Ashburton Place, Boston, Massachusetts 02108. Applicants should be located within reasonable commuting distance from the primary work location.

Responsibilities:

  • Work closely with program sponsor, cross-functional teams, and assigned project managers to develop the scope, deliverables, required resources, work plan, budget, and timing for new initiatives aligned with the Enterprise Analytics roadmap
  • Manage engagement-related activities across the Enterprise Analytics Program, including related to change management
  • Launch and maintain a program governance framework and facilitate the work of program governance bodies
  • Manage communication across program staff, partners, vendors, and stakeholders
  • Develop and maintain a reporting framework to report out program progress, successes, risks, and blockers; coordinate monthly, quarterly, and annual reporting
  • Liaise with program managers across the organization to ensure alignment across initiatives and resources and resolve dependencies
  • Manage the program budget; prepare and submit capital and other funding requests
  • Perform other duties as assigned

Preferred Knowledge, Skills & Abilities:

  • Five (5) years or more of progressively responsible experience in program management
  • A demonstrated ability to execute on a program roadmap from conceptualization through delivery-on time and on budget with full accountability and financial responsibility-in a large, data-centric, fast-paced IT environment
  • Exceptional skills in leadership, organization, facilitation, and time management
  • Strong, demonstrated experience with stakeholder management and change management
  • Demonstrated ability to plan and carry out effective communication strategies and campaigns
  • Demonstrated ability to build and manage effective program governance
  • Credible across both IT and business; ability to translate and communicate technical concepts, plans, and procedures to both technical personnel and non-IT business users


Qualifications

Minimum Entrance Requirements:

Applicants must have (A) at least three (3) years of full-time or equivalent part-time professional or practical experience in the field of information technology project management, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. An Associate's degree in a related field may substitute for one (1) year of the required experience.

II. A Bachelor's degree or higher in a related field may substitute for two (2) years of the required experience.

III. A Master's degree or higher in a related field may substitute for the required experience.
