MassAbility is looking for a dedicated and passionate professional to lead efforts in engaging diverse individuals and families in shaping the mission, vision, and framework of the Acquired Brain Injury (ABI) and Moving Forward Plan (MFP) Waiver Program. This role offers the opportunity to make an impact by fostering collaboration among individuals with disabilities, their families, chosen family allies, and a network of key stakeholders. As part of MassAbility's dynamic team, you will drive initiatives that enhance service delivery and improve outcomes across the Commonwealth by empowering individuals and families to actively participate in the design and implementation of programs.
This position is integral to the development and coordination of the Peer-to-Peer/Family-to-Family Outreach Program, where you will recruit, train, and supervise a diverse roster of peer and family mentor volunteers. These volunteers provide critical guidance and support to individuals and families considering waiver enrollment, helping them navigate their options with confidence. Working collaboratively with agencies such as MassHealth, the Department of Developmental Services (DDS), and community organizations, you will also lead outreach efforts, including visits to nursing facilities and long-stay hospitals, to ensure individuals are informed about community-based alternatives. By fostering authentic and inclusive family engagement, this role is central to creating pathways to independence and inclusion for those served by MassAbility.

Duties and Responsibilities (these duties are a general summary and not all inclusive):
- Collaborate with the MFP Assistant Director and the Office of Individual and Family Engagement to guide and operationalize the vision, mission, and priorities of the ABI/MFP Waiver, with a focus on peer supports and systemic improvements.
- Develop, coordinate, and monitor standardized processes and program activities for authentic and diverse family engagement, ensuring effective operations, compliance, evaluation, and continuous improvement aligned with the ABI/MFP interagency services agreement with MassHealth.
- Serve as the agency representative on councils, task forces, and committees, fostering participant and family voice in partnership with MassAbility and external stakeholders.
- Recruit, train, and supervise a roster of peer mentors and family mentor volunteers, maintaining the Peer-to-Peer and Family-to-Family Outreach program to connect with potential waiver applicants and address enrollment concerns.
- Build and sustain partnerships with state agencies, community organizations, and skilled nursing facilities to engage diverse families in Massability services, support family orientations, and represent the agency at special events.
- Partner with the Learning and Development Office to design and deliver training for MassAbility colleagues, stakeholders, and community members on issues affecting individuals with disabilities and their families, and lead workshops to enhance peer mentoring skills.
- Plan, implement, and monitor Peer-to-Peer and Family-to-Family mentor activities, while identifying innovative practices and solutions for outreach efforts.
- Prepare reports and progress logs using Microsoft Office tools to track the achievement of ABI/MFP goals, particularly in relation to mentor interactions and outreach efforts.
- Provide technical assistance, advice, and information to agency personnel, case managers, and external stakeholders on disability and family engagement, while fostering integration of equity, diversity, and inclusion into all initiatives.
- Conduct outreach to nursing facilities and long-stay hospitals, in collaboration with MassHealth and DDS, to inform individuals about community alternatives provided through the waivers and MFP Demonstration.
- Model professionalism and leadership in a dynamic, inclusive, and agile work environment, managing administrative tasks and adapting to evolving priorities and deadlines while collaborating with diverse teams and stakeholders.
Required Qualifications:
- Skilled in engaging diverse family voices in service design, delivery, and development, leveraging best practices to foster meaningful participation.
- Demonstrated capability to approach objectives creatively and innovatively, especially in situations with limited precedents or guidelines.
- Experienced in working directly with individuals with disabilities and their families, ensuring personalized and effective support.
- Proficient in gathering qualitative and quantitative information through interviews, focus groups, and record analysis to inform decision-making.
- Adept at exercising sound judgment and maintaining discretion when handling sensitive or confidential information.
- Strong written and verbal communication skills with the capacity to build and sustain rapport with diverse families, colleagues, and external organizations.
- Skilled in drafting, editing, and maintaining policies and procedures, including general report writing and documentation.
- Proficient in utilizing job-relevant software and technology to enhance efficiency and effectiveness.
- Experienced in preparing and presenting information using charts, graphs, and tables to communicate data clearly and effectively.
- Familiarity with fostering diversity, equity, inclusion, and systemic change while driving innovation and creating a culture of excellence and belonging.
- Capacity to exercise discretion in handling confidential information.
Preferred Qualifications:
- Strong knowledge of waiver programs, including ABI/MFP Waivers, and familiarity with related state and federal regulations.
- Proven ability to develop and maintain collaborative relationships with diverse stakeholders, including state agencies, healthcare providers, and community organizations.
- Experience in recruiting, training, and supervising volunteers or peer mentors to support program objectives.
- Experience in program evaluation and continuous improvement initiatives to enhance service delivery and outcomes.
- Advanced problem-solving skills and the ability to respond to complex inquiries or challenges with professionalism and empathy.
- Proficiency with Microsoft Office applications including Excel, Word, Outlook, PowerPoint, and Teams; data management systems and technology to track program activities and outcomes a plus.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.
II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.
III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.
Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
