The Executive Office of Technology Services and Security (EOTSS) is the state's lead office for information technology. We provide enterprise level information technology services including network management and security; computer operations; application hosting; desktop provisioning and management; and modern and responsive digital services to 40,000 internal stakeholders plus the residents, business owners and visitors to the Commonwealth of Massachusetts.
EOTSS is seeking to hire a Disaster Recovery Analyst. The Disaster Recovery Analyst is responsible for developing, implementing, and maintaining disaster recovery strategies and plans to ensure business continuity in the event of a disruption. This role focuses on analyzing potential risks, identifying recovery requirements, and coordinating with internal teams to ensure systems and processes are resilient and recoverable. The Disaster Recovery Analyst will assist in conducting disaster recovery tests, evaluate results, and improve processes based on feedback.

The primary work location for this role will be at 200 Arlington Street Chelsea, Massachusetts 02150. The work schedule for this position is Monday through Friday, 9:00 AM - 5:00 PM. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed. This role may be expected to perform after hours support as authorized and required, including 24/7 on call rotation.
Duties and Responsibilities:
- Disaster Recovery Planning and Strategy
o Assist in the development, implementation, and maintenance of disaster recovery (DR) plans and procedures.
o Identify and document key systems, processes, and technologies that require disaster recovery provisions.
o Collaborate with IT and business units to define critical systems recovery priorities and Recovery Time Objectives (RTO) and Recovery Point Objectives (RPO).
- Risk Assessment
o Conduct risk assessments and BIAs to identify potential risks and impacts of system outages and disasters.
o Analyze business processes and evaluate the potential impact of disruption scenarios on operations.
o Identify potential risks and vulnerabilities to the organization's operations, infrastructure, and systems.
o Collaborate with relevant stakeholders to assess the likelihood and impact of these risks and develop mitigation strategies to minimize their effects.
- Understanding IT Resiliency:
o Have a practical knowledge and experience with resiliency within an IT environment including but not limited to IT infrastructure, applications, cloud-based environments etc.
- Testing and Drills
o Plan and execute disaster recovery tests and drills to validate the effectiveness of recovery strategies and identify gaps.
o Document test results and provide recommendations for improvement.
o Assist in the scheduling and coordination of periodic disaster recovery tests with business units.
- IT Training and Awareness
o Develop and deliver training programs to educate employees on their roles and responsibilities during a disruptive event.
o Raise awareness and promote a culture of business continuity across the organization.
- Coordination and Communication
o Serve as the point of contact for disaster recovery activities and communication during disruptive events.
o Collaborate with IT, infrastructure, and business continuity teams to ensure alignment between DR plans and broader business continuity initiatives.
o Maintain relationships with external vendors and service providers involved in DR activities.
- Documentation and Reporting
o Maintain up-to-date disaster recovery documentation, including recovery plans, test results, and lessons learned.
o Prepare reports on DR program status, risks, and progress for management review.
o Ensure documentation aligns with industry standards and regulatory requirements.
- Incident Response Support
o Assist in responding to actual disasters or disruptive events, ensuring that recovery plans are followed, and systems are restored within predefined timelines.
o Provide post-incident reviews and make recommendations for improving the recovery process.
- Compliance and Audits
o Ensure compliance with relevant industry regulations and standards (e.g., ISO 22301, NIST, etc.).
o Support internal and external audits by providing required documentation and responding to inquiries about DR processes.
- Continuous Improvement
o Stay updated on industry trends, best practices, and regulatory requirements related to business continuity.
o Identify areas for improvement and implement enhancements to the business continuity program.
Preferred Knowledge, Skills & Abilities:
- One (1) + year of experience in disaster recovery, business continuity, or related IT roles.
- Strong knowledge of disaster recovery principles, technologies, and best practices.
- Familiarity with regulatory requirements related to disaster recovery (e.g., ISO 22301, NIST SP 800-34).
- Knowledge of IT infrastructure, networking, databases and backup technologies
- Familiarity with risk management, business impact analysis, and recovery planning tools.
- Experience with DR testing, documentation, and process improvement.
- Excellent analytical, problem-solving, and decision-making skills.
- Effective communication (both technical and non-technical) and stakeholder management abilities, with the capability to interact with individuals at all levels of the organization.
- Project management skills, including the ability to manage multiple initiatives simultaneously and meet deadlines.
- Strong leadership and teamwork skills, with the ability to collaborate with cross-functional teams during crisis situations.
- Ability to work under pressure and manage multiple tasks during a disaster or recovery situation.
- High level of integrity, confidentiality, and professionalism.
- Ability to work collaboratively across different teams and departments.
- Relevant certifications such as CBCP and MBCI are preferred.

Minimum Entrance Requirements:
Applicants must have (A) at least two (2) years of full-time or equivalent part-time professional or practical experience in the field of information technology project management, or (B) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. An Associate's degree in a related field may substitute for one (1) year of the required experience.
II. A Bachelor's degree or higher in a related field may substitute for the required experience.
