Job Description

Position Summary

The Director of the Disadvantaged Business Enterprise Supportive Services (DBESS) Program is responsible for the coordination and implementation of the DBESS Program through contract management and/or direct implementation and supervision of staff.

The DBESS Program operates as an adjunct to the Disadvantaged Business Enterprise (DBE) program; statutory authorization exists for the Federal Highway Administration's (FHWA) implementation of the program. The primary purpose of the DBESS Program is to provide training, assistance, and services to minority, disadvantaged, and women business enterprises certified as DBEs by the Massachusetts Unified Certification (MassUCP) Program, so as to increase their activity in the program, and to facilitate the firms' development into viable, self-sufficient organizations capable of competing for, and performing on federally assisted highway projects.

Since 1982, Congress has authorized up to $10 million, annually, to accomplish these objectives.
FHWA annually apportions the DBESS funds to STAs for the purpose of carrying out a DBESS program. The FHWA approves the funding of STA programs only if they demonstrate the ability to directly assist certified DBEs' development through identifiable, metric-based results.

Duties and Responsibilities

  • Planning, implementation, monitoring, and reporting of DBE Supportive Services Program elements consistent with FHWA regulations and guidance.
  • Drafting and submission of Statements of Work and Budget to apply for FHWA DBESS grant funds.
  • Procurement planning, implementation, monitoring, and reporting related to vendor contracts for outsourced DBESS Program elements.
  • Review of and processing of invoices.
  • Participating in the hiring process for DBESS Program staff.
  • Management of subordinate staff.
  • Planning, implementation, monitoring, and reporting of internal DBESS Program elements.
  • Planning and participation in outreach events.
  • Other related duties, as assigned.

Preferred Qualifications

  • Familiarity with USDOT Civil Rights Programs and reporting.
  • Experience with compliance or monitoring of DBE or Small Business programs for Federal (DBE) & State (MWBE).
  • Ability to analyze and determine the applicability of data.
  • Ability to understand, apply and explain the laws, rules, regulations, procedures, specifications, and guidelines governing assigned unit activities.
  • Familiarity with Principles of Affirmative Action.
  • Proficient in Microsoft Office Suite and ability to learn software.
  • Strong writing and communication skills.
  • Proficiency in software programs necessary to support the DBESS programs.
  • Demonstrated ability to adapt to quick-pace and high-volume of work.
  • Exceptional customer-service-focused networking and communication skills
  • Ability to work effectively with diverse communities.
  • Familiarity with D/M/WBE/Small Business development and strategic planning.

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
