Executive Office of Housing and Livable Communities (EOHLC) is seeking a Director of Rapid Shelter Track in the Division of Housing Stabilization!

AGENCY MISSION:

The Executive Office of Housing and Livable Communities (EOHLC) is charged with creating more homes in Massachusetts and lowering housing costs for residents.

Formerly known as the Department of Housing and Community Development (DHCD), EOHLC works with municipalities, local housing authorities, non-profit organizations, and development partners to provide affordable housing options, financial assistance, and other support to Massachusetts communities. The Division of Housing Stabilization (DHS) oversees programs providing shelter and support services to eligible families/individuals and individuals who are experiencing homelessness.

OVERVIEW OF ROLE:

The Director of Rapid Shelter Track in the Division of Housing Stabilization (hereinafter known as "Director") is a critical new role leading the work of successfully serving families in the EA Family Shelter Program assigned to the Rapid Shelter Track. The Director will oversee and manage the operational aspects of EA Rapid Shelter Track housing efforts. This role is critical in supporting the agency's mission to provide safe and stable housing solutions for families in need. The Director will facilitate the establishment and closure of Rapid Shelter Track locations, establish and oversee provider contracts for the Rapid Shelter Track, and ensure seamless operations to achieve housing stability for families.

This is a management position that will oversee the programs within the Emergency Assistance Family Shelter Rapid Shelter Track. This role will determine program and service needs, implement, monitor, and evaluate programs, and determine appropriate corrective action measures. The Director will determine program outcomes and performance indicators, implement strategies for strengthening coordination, problem-solving, and decision making, allocate resources and staff to optimize EA Rapid Shelter Track operations, and resolve on-the-ground operational issues promptly. The Director will oversee a team running the EA Rapid Shelter Track and will work closely with teams overseeing Bridge Shelter Track, intake, eligibility, and placement in the EA Family Shelter system, exits and diversion, fiscal, legal, and policy, as well as executive leadership within DHS.

This position is crucial to ensure that EA Family Shelter Rapid Shelter operations and programs are effective and supportive of the overall mission to ensure homelessness is rare, brief, and non-recurring.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):

1. Operational Management:

• Ensures efficient operation of EA Rapid Shelter Track facilities and provider contracts, including oversight of daily activities, staffing, and resource allocation.

• Supports issue resolution for on-the-ground escalations from providers and families.

2. Location Facilitation:

• Manages the setup and closure of new and existing EA Rapid Shelter Track locations, ensuring all logistical and regulatory requirements are met.

• Oversees a system of EA Rapid Shelter Track locations that meet the needs of families assigned to the Rapid Shelter track, including geographical diversity, equity, accessibility, and other needs of families.

3. Program Support:

• Provides support to housing stabilization programs, including collaboration with service providers.

• Oversees performance of the provider network, including adherence to policies, family exits, and other key performance indicators.

4. Reporting and Compliance:

• Maintains accurate records and reports, ensuring compliance with agency policies and external regulations.

5. Contribute to the Effective Operation of the EA Family Shelter System:

• Works collaboratively with the Bridge Shelter Track and broader EA Family Shelter System management teams at the Division of Housing Stabilization to ensure an effective system of family homelessness prevention, shelter, and rehousing.

• Pursues the mission of making homelessness rare, brief, and non-recurring.

PREFERRED QUALIFICATIONS:

1. Proven leadership skills.

2. Knowledge of the principles and practices of public management, including planning, organizing, directing, motivating, controlling and decision making.

3. Ability to bring together diverse groups of professionals working on homeless and housing issues and move them towards concensus.

4. Knowledge of federal and state data and reporting requirements for homeless services.

5. Ability to gather information by examining records and documents to determine the proper course of action based on changing situations or changing program requirements.

6. Willingness to travel for job related purposes.

7. Knowledge of innovative and emerging management practices, including experience in the development and implementation of performance-based contracting.

8. Extensive experience working with a culturally diverse community.

9. Excellent communication skills, both written and oral; strong presentation skills.

10. Ability to encourage teamwork and collaboration.

11. Ability to prioritize.

12. Ability to set goals and accomplish them.

13. Ability to absorb and organize large amounts of complex information.

14. Demonstrated proficiency using Word, PowerPoint, Excel and Outlook.

15. Experience in government or other public sector industry or a related field is highly desirable.

16. Experience in housing assistance or social services is a plus.

This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days, as needed.

Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division's Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the appropriate salary range.

Education, licensure and certifications will be verified in accordance with the Human Resources Division's Hiring Guidelines. Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
